Unhealthy housing has long been able to meet “minimum standards” in Allegheny County even while sickening tenants. Now the 25-year-old Houses and Community Environment regulation, or Article VI, is finally updated following a Board of Health vote.

The changes would improve safety rules, clarify the roles of tenants and landlords and align the regulation with international standards.

These updates are deeply unsatisfying for healthy housing advocates, however, who say the changes don’t go far enough to protect vulnerable tenants.
