Inslee appoints Shauna Bilyeu to lead Washington's Center for Deaf and Hard of Hearing Youth

Gov. Jay Inslee announced today he is appointing Shauna Bilyeu as executive director of the Washington State Center for Deaf and Hard of Hearing Youth (CDHY). The position was previously held by Rick Hauan who departed last year.

Bilyeu has extensive experience in deaf education and is committed to ensuring all deaf and hard of hearing youth reach their full potential. She joined the CDHY (then called the Washington School for the Deaf) in 2005 as a high school English teacher. She worked in a variety of administrative roles beginning in 2009 and was named superintendent in 2016. She has served as interim executive director since April 2023. Prior to joining the CDHY, Bilyeu spent a decade teaching at the Columbia Regional Program for the Deaf.?

?In her decades of public service, Shauna has made educational programs for Washington's deaf and hard of hearing youth stronger and more accessible," said Inslee. "I'm grateful for her dedication and commitment. I am confident she will lead this agency with integrity, while promoting excellence and opportunity for the CDHY's students, educators and families."

Bilyeu has also served in leadership roles with the national Conference of Educational Administrators of Schools and Programs for the Deaf (CEASD) throughout her career. She currently serves as the organization's board secretary and travels around the country on school and program accreditation teams.

Working with the deaf community, families, and the educators that serve and support them has long been my passion,? said Bilyeu. ?I look forward to continuing the good work that we are doing in this state. Thank you to all those that have supported me on this journey.?

Bilyeu received her bachelor?s degree from the University of Washington and a master's degree in special education and deaf education from Lewis & Clark College.?

This appointment is effective immediately.
