The 2024 Legislative Session is now in full swing

Now that the state legislature is on its fourth week, our legislative team is involved in tracking and monitoring bills and working on some important pieces of legislation for the community. We are actively supporting some of them, such as the 2024 ITCA [ [link removed] ] bill, and the creation of a Latino Museum [ [link removed] ] in Minnesota. See our bill tracker [ [link removed] ] to follow these and other important legislative initiatives.

Last Thursday, the Minnesota Management and Budget (MMB), released the Budget and Economic Forecast [ [link removed] ]. The report projects that the 2024-25 biennium is now projected to end with a *surplus of $3.715 billion*, an increase of $1.324 billion compared to November projections. The following biennium might present a small structural imbalance, but MMB still forecasts a small surplus in both biennia. MMB's Commissioner Erin Campbell, as well as the legislature, are calling for caution in this year’s investments.

This session will focus on deciding investments in the state’s core infrastructure through a bonding bill. While the legislature is considering that the bill in state infrastructure (higher education facilities, roads, bridges, sewage, wastewater treatment, etc.) will be around $830 million, Governor Walz is proposing a $982 million capital investment plan [ [link removed] ].

In this context, Latino organizations are looking to get investments to create generational wealth by building their own physical infrastructure dedicated to serve Latino communities better. So far, in terms of needs [ [link removed] ], more than $4.7 billion in requests has been received from state agencies; $3 billion from local units of government. The requests are clearly exceeding what might be included in the final bonding bill that requires a three-fifths majority to pass (81 votes in the House and 41 in the Senate).

Other bills worth monitoring and supporting that will be beneficial for our communities are a reform to the contract for deed that will offer more transparency and protections for buyers; and the establishment of a task force to prevent domestic violence in the Latino community. The establishment of an Ombudsperson for the safety, health, and well-being of agricultural and food processing workers has been introduced based on recommendations by several stakeholders working directly with these workers. Other bills that are getting so much needed attention and traction are around housing stability and child care (the Great Start Affordability Scholarship program [ [link removed] ]), nutrition, public safety, gun control, and fixing legislation from the past session.

Finally, the legislature will also decide on the feasibility of expanding "MinnesotaCare" to allow more individuals to qualify to health insurance through a public option. Legislators heard recommendations [ [link removed] ] about two models that they will still need to consider before taking legislative action, based on a study presented by the Milliman firm.  On the other hand, a bill proposing an end-of-life option for terminally ill individuals, or the North Star Act, which would prohibit local police from cooperating with federal law officers to enforce immigration restrictions (except in case of criminal activities), do not seem to still have enough support at the legislature to be passed this session.

Finalmente, la legislatura también decidirá sobre la viabilidad de ampliar MinnesotaCare para permitir que más personas califiquen para un seguro médico. Strategic Focus 2024 Session

As the legislative session unfolds, Senator Mary Kunesh will be the lead author in the Senate for the 2024 Increasing Teachers of Color Act (ITCA), SF4170 [ [link removed] ], which seeks additional funding this year due to a high demand from legislation passed in 2023. We have been meeting with Chair Youakim (pictured), Rep. Hassan, Sen. Kunesh, and Sen. Fateh's staff to help guide our strategy for this session. This year, we will introduce one bill, instead of two as we have done in the past. *The hearing [ [link removed] ] for SF4170 is scheduled in the Senate for this upcoming Wednesday March 6, at 8:30 a.m.*

Representative Pérez-Vega, chief author of the bill, along with Rep. Kozlowski, and Rep. Gomez have introduced H.F. 3603 [ [link removed] ], a bill focused on capital investment for the Minnesota Latino Museum. This legislation seeks to appropriate funds for the museum's creation and authorizes the sale and issuance of state bonds to support this initiative. Following its introduction, the bill was promptly referred to the Committee on Capital Investment for further evaluation and discussion. On the Senate side, the bill was also introduced that same day. The chief author is Sen. Pappas. The other two authors are Sen. Mann and Sen. Putnam (S.F. 3483 [ [link removed] ])

Conforme avanza la sesión legislativa, la Senadora Mary Kunesh tomará la iniciativa como autora principal en el Senado de la Ley de Aumento de Profesores de Color (ITCA) 2024, que busca financiación adicional este año debido a la alta demanda por la legislación aprobada en 2023. Hemos estado reuniéndonos con la presidenta de la Comision de Educacion, Rep. Youakim (en la foto), la representante Hassan, la senadora Kunesh y el personal del Senador Fateh para orientar nuestra estrategia para esta sesión. Este año, presentaremos un solo proyecto de ley, en lugar de dos como en el pasado.

Unity in Action: MiLLA's Vision for Minnesota's Future

MCLA was very proud, for the second year in a row, to co-convene the Minnesota Latino Leadership Alliance (MiLLA). In a powerful display of unity and shared vision, MiLLA successfully presented its consensus-driven Public Policy Agenda for 2024 [ [link removed] ], marking a significant moment in the history of Minnesota's Latino community. With the participation of 11 Latino-led organizations, MiLLA has set a precedent for collaboration and strategic planning aimed at fostering a brighter, more equitable future for all Minnesotans.

The event at the Capitol witnessed an overwhelmingly positive turnout from Latino leaders, showcasing a deep-seated desire for solidarity. Leaders and individuals from diverse backgrounds converged with a unified purpose: to propel the community towards achieving substantial socio-economic and cultural advancements.

MiLLA's 2024 Public Policy Agenda is a testament to the collective commitment to advocate for meaningful and positive changes in critical areas such as economic development, education, healthcare, and environmental conservation. The agenda emphasizes investing in the community's growth, such as supporting small businesses, enhancing teacher diversity, and ensuring access to housing and utilities for undocumented individuals using ITINs. These initiatives are poised to unlock economic opportunities for Latinos, thereby contributing to a thriving Minnesota.

The alliance's call for a Latino community center on Lake Street in Minneapolis and a Latino museum at Harriet Island Regional Park in St. Paul exemplifies its dedication to cultural and community development. Additionally, MiLLA advocated for policies that support trust between law enforcement and immigrants, independent redistricting, and ranked-choice voting, further strengthening democracy and voting rights within the state.

The event's success and the community's enthusiastic response are reminders of the power of unity. By standing together, the Latino community in Minnesota can overcome obstacles and work towards a future where every member has the opportunity to prosper and reach their full potential. The spirit of collaboration and determination echoed throughout the day, from the press conference to the rally supporting Minnesota's first Latino Museum. This spirit defines our community and will propel us toward greatness.

As we move forward, let us carry this momentum, remembering the unity and collaboration that define our community. Together, we can achieve great things, making "Unity in Action: MiLLA's Vision for Minnesota's Future" not just a theme but a reality for the Latino community and all Minnesotans.

*Unidos MN Day of Action at the Capitol*

At a recent event organized by Unidos MN, community members, students, and political leaders from across Minnesota came together to discuss ongoing and future initiatives for Minnesota's workforce and address various social issues within the state. The gathering was notable for its broad participation from multiple sectors, including a significant presence of student groups from schools statewide.

Lieutenant Governor Peggy Flanagan highlighted the importance of voice and participation in the democratic process. She expressed gratitude for the passage of key legislation, including the Drivers License for All, and initiatives granting children and adults access to MNCare, regardless of their legal status.

Speaker Melissa Hortman and Senate Majority Leader Erin Murphy acknowledged the contributions of Unidos MN to recent legislative successes, such as MNCare for All, and noting the previous session as exceptionally productive. Senator Scott Dibble and Representative Frank Hornstein introduced the Rise-up Center, aimed at providing resources and job training within the green economy sector, showcasing a move towards community support and environmental sustainability.

The event also provided a platform for student groups and individuals to share their experiences and concerns, particularly regarding immigration, workers' rights, and the challenges undocumented individuals face. These testimonies underscored the importance of ongoing legislative efforts to address these issues.

2024 Grant Recipient Lists are Now Available for the Following Grant Programs

In fiscal year 2024, funding across several grant programs aims to support teacher candidates and current teachers in Minnesota:

*CUGMEC Grantees:* The Collaborative Urban and Greater MN Educators of Color (CUGMEC) program plans to assist approximately 830 teacher candidates of color and indigenous teacher candidates in becoming licensed teachers. Out of the $6,314,518 requested, $5,339,999.98 was awarded to thirteen teacher preparation programs.

*TMRG Grantees:* The Teacher Mentorship & Retention of Effective Teachers (TMRG) grant aims to serve over 5,000 teachers, with about 1,672 identifying as of color and/or indigenous. Although $9,061,377.11 was requested, $3,395,000.00 was awarded to 38 entities, including school districts and education service cooperatives. Of the awarded funds, $2,344,095.03 is earmarked specifically for teachers of color and indigenous teachers as required by statute.

*PPG Grantees:* The Preparation Pathway Grant (PPG) is set to support around 79 Tier 2 teachers in advancing to Tier 3 licensure. With $1,600,644.00 requested, $400,000.00 was ultimately distributed to seven entities, including school and charter school districts, an education service cooperative, and partnerships between districts and teacher preparation programs.

Community Clinic grant program

The Community Clinic grant program supports the capacity of eligible organizations to plan, establish or operate clinical services for populations with low income *and/or* living in rural areas of the state.

*Fiscal Year 2024 program funding will support clinic efforts to improve:*


* Mental health services for adolescents and young adults ages 12-25 (minimally ages 12-17), or
* Oral health programs for all ages, with preference for projects supporting collaborative practice dental hygienists to provide services in community locations, or
* Clinical services for at-risk youth ages 12 – 25.

Eligible entities for this funding include:


* Nonprofit clinics established to provide preventative, medical, dental, or mental health services to low-income or rural population groups.
* A government entity operating a clinic which provides preventative, medical, dental, or mental health services.
* An Indian Health Services unit or Indian tribal government operating a clinic which provides preventative, medical, dental, or mental health services; or,
* A consortium of these entities.
