STATEWIDE BALLOT MEASURE RECOMMENDATIONS:

NO on PROPOSITION 1
------------------------------------------------------------

Proposition 1 is a $6.38 billion bond (bonds are how the state borrows money, which taxpayers must repay, with interest, over many years). Although Proposition 1 is advertised as a “transformational” solution to mental health care and homelessness, it is not. The $6.38 billion will pay for only 6,800 beds in treatment facilities and fewer than 4,500 units of housing for the homeless, including homeless veterans, according to the nonpartisan Legislative Analyst’s Office. There are more than 170,000 individuals experiencing homelessness in California.

Existing mental health services are threatened by Proposition 1, which raids current funding for county mental health programs paid for by the 1% “millionaire’s tax” approved by voters two decades ago. That will cause counties to scramble for funds to continue existing programs, and it could increase pressure for tax increases in counties throughout California. Moreover, Proposition 1 violates all the basic principles of sound bond financing, including the constitutional requirement that the money raised is for a “single work or project.” Vote No on Proposition 1.

LOCAL BALLOT MEASURE RECOMMENDATIONS:

The Howard Jarvis Taxpayers Association takes positions on only a few local tax measures each year. We felt compelled to take a firm stance against these.

Fresno County – NO on MEASURE E
------------------------------------------------------------

Measure E in Fresno County is not only bad for Fresno, but bad for California too. This measure is a billion-dollar sales tax hike to fund “campus facilities,” such as a long-planned sports stadium, at California State University, Fresno, a state-funded institution. It is bad public policy for a local sales tax to fund state projects, especially through a regressive and redundant tax that will hit those with limited financial resources the hardest. Measure E sets a bad precedent for similar tax measures across the state. If you are a registered voter in Fresno County, HJTA recommends a vote of NO on MEASURE E.

City of Sacramento – NO on MEASURE C
------------------------------------------------------------

Measure C in the City of Sacramento is a massive increase in the business operations tax to pay for general city expenses. Currently, no Sacramento business pays more than $5,000, but under Measure C, the tax could go as high as $125,000 per year. In addition, the cost of holding a professional license, which currently starts at $75 per year, would rise to $684, an 812% increase. Taxes that license holders must pay for their employees would more than double. The City Council rushed this measure onto the ballot with something less than full transparency. If you are a registered voter in the City of Sacramento, HJTA recommends a vote of NO on MEASURE C.


** City of Los Angeles – NO on MEASURE HLA
------------------------------------------------------------

Measure HLA in the City of Los Angeles is local initiative that would turn a 2015 mobility planning document into a mandate for “road diets,” bike and bus lanes, traffic-slowing redesigns and other modifications to many of the city’s streets whenever as little as one-eighth of a mile of roadway is repaved. It allows any city resident to file a lawsuit against the city to enforce the mandate. Los Angeles City firefighters have expressed grave concerns that this measure would worsen traffic congestion and dangerously increase emergency response times. The City Administrative Officer has projected that the cost of the road modifications will exceed $3 billion, and no funding is provided for this work. Measure HLA will increase pressure for further tax increases. If you are a registered voter in the City of Los Angeles, HJTA recommends a vote of NO on MEASURE HLA.
