Dear Friend,
Americans are seeing the damage of Joe Biden’s open borders play out in real-time.
This week, it was reported that an illegal alien, whom the Biden administration released into our country in 2022, brutally murdered Laken Riley, a 22-year-old nursing student, as she went for a run at the University of Georgia.
The criminal should have been deported, but the Biden administration paroled Jose Ibarra into our nation after he illegally crossed our border in 2022.
To make matters worse, Jose Ibarra was arrested and charged in New York City for acting in a manner to injure a child in 2023. Due to New York City being a “sanctuary city,” the Police Department does not have to cooperate and notify ICE of the arrest of an illegal alien.
This was a senseless tragedy that could have been prevented if the Biden administration and Democrat cities had simply enforced the law.
Unfortunately, this wasn’t the only violent crime committed by illegal aliens this month.
In just the last few weeks, an El Salvadorian illegal alien, whom the Biden administration could and should have deported, shot and killed a 2-year-old boy in Maryland. A Venezuelan illegal alien, also released by the Biden administration after he crossed the border illegally in 2023, raped a 14-year-old girl in Virginia. A Honduran illegal alien raped a 14-year-old girl and repeatedly stabbed another man during a robbery in Louisiana. And another illegal alien shot three D.C. police officers.
But that’s not all.
These preventable tragedies are also happening in our backyard.
Last month, a father of three daughters was killed by an illegal alien in Rusk County.
According to Barron News-Shield, the illegal should have been deported by ICE agents when he was first convicted of drunk driving in 2023. But the Biden administration chose not to deport him. You can read more about this heartbreaking story here.
Day in and day out, we are seeing the appalling consequences of the Biden administration’s open border policies, and yet, the Biden administration refuses to stop releasing these criminals into our communities.
Joe Biden has the executive authority to secure our border at any time by invoking Section 212(f) of the Immigration and Nationality Act to suspend the entry of illegal aliens. Sadly, he refuses to do so. Instead, he has chosen to gaslight Americans by continuing to push for a migrant processing and foreign aid bill that will simply lock in the chaotic status quo and allow the release of even more illegal aliens into our communities.
The question is: How many more deaths will it take before Joe Biden enforces immigration law?
We’ve got a lot more to tell you about this week, and we appreciate you starting your weekend off with the Tiffany Telegram.
Sincerely,
Tom Tiffany Member of Congress
Giving locals the last word on refugee “resettlement”
Telegram readers know that the immigration chaos created by Joe Biden goes beyond the catastrophe at our southern border. For more than three years, the Biden administration has flooded American neighborhoods with a tidal wave of foreigners, ignoring the concerns of hardworking Americans who are forced to bear the costs, and making every state a border state. From waving in thousands of unscreened Afghans to air-dropping people from far-flung, failed countries into our communities with little to no coordination, Wisconsin has been on the front lines of this conflict for the last three years. Sadly, President Biden’s contempt for Main Street families has served to embolden many of the shady groups pushing for these “resettlements” – one of which even admitted that they “don’t specifically reach out to the elected officials of an area” before proceeding with their plans. That’s just plain wrong. So I asked Governor Evers’ refugee coordinator – not once, but twice – to stop making these decisions behind closed doors and to be honest and upfront with people about what these “resettlements” will cost local taxpayers, and to consider the added strain they will place on social services, schools, housing, and public health infrastructure. Sadly, both of my requests were completely ignored. That’s why this week I introduced the Community Assent for Refugee Entry Act, or “CARE Act,” which would give local leaders – not Biden administration operatives – the final say. You can read more about that bill here.
Small business loans available
The Small Business Administration (SBA) has low-interest federal loans available for employers impacted by the mild winter. Wisconsin has seen low snowfall this winter, which has had a negative impact on many of the businesses that depend on winter tourism. If your business has been impacted, the filing deadline varies by county. Click here to see when the deadlines are. The SBA also has low-interest disaster loans available for small businesses impacted by the drought. These loans are available in several counties, including Ashland, Bayfield, Burnett, Douglas, Iron, Price, Sawyer, and Washburn counties. The filing deadline is March 25th. You can check your eligibility for both loan programs here. If you have any questions or issues with either of these loan programs, my district office staff stands ready to assist you. You can contact my district office at (715) 298-9344.
Did you know that Wisconsin produces the third most potatoes in the nation? It was great seeing the Wisconsin Potato and Vegetable Growers Association in Washington this week.
Committee Update
Judiciary
On Wednesday, Hunter Biden finally appeared for a House Oversight and Judiciary Committee deposition on the Biden family’s influence-peddling scheme. I say finally because he did not show up for the deposition until after the House threatened to hold him in contempt of Congress. If the Bidens had nothing to hide, why did he refuse to come before the committees for so long? And why did they create over 20 shell companies to conceal the foreign payments? Those are just some of the answers I was hoping to get from Hunter Biden during the deposition. After Tony Bobulinski, another one of Hunter Biden’s ex-business partners testified before the committees that “the big guy—100 percent—is Joe Biden,” Hunter Biden also confirmed that. However, for much of the deposition, Hunter Biden was defiant. He would use his drug addiction as a shield for not remembering certain meetings he had or why he sent a text message to a Chinese businessman saying, “I am sitting here with my father and we would like to understand why the commitment made has not been fulfilled.” Hunter also admitted to putting his father on speakerphone with his business associates and inviting him to drop by posh business lunches. There is a lot of smoke here, and where there is smoke there is fire. The next step in this process will be for Hunter Biden to come before the committees for a public hearing. I am looking forward to further peeling back the truth about the Biden family’s foreign business deals. You can read the transcript from Hunter Biden’s deposition here.

Recent Legislation
EPA’s latest job-killing rule
Since the last Telegram, I sent a letter with 110 of my Republican colleagues to President Biden’s EPA about yet another job-killing regulation. The new National Ambient Air Quality Standards (NAAQS) for fine particulate matter (PM2.5) is a rule that could lead to billions of dollars in lost economic activity and destroy over 300,000 manufacturing jobs in America. Keep in mind that America already has very strong air standards, and we rank well above most other countries in air quality. This rule is not only unnecessary, but also harmful. In our letter, we urged the EPA to rescind this rule and stop putting the agenda of extreme special interest groups ahead of the needs of everyday Americans. The industries that this rule would impact most spoke out on this rule and in support of our letter, giving details on just how negative of an impact the EPA’s decision will have. We all want clean air, but government bureaucracies should not be setting standards that make it impossible to do business and leave people without livelihoods to support their families. Environmental conservation and economic prosperity aren’t mutually exclusive goals, and that’s why I’m committed to policies that accomplish both. I hope the EPA reconsiders its actions.
