Commerce publishes Washington Priority Climate Action Plan (PCAP)
PCAP includes near-term greenhouse gas reduction measures
Commerce submitted the Priority Climate Action Plan (PCAP), which is the first of three deliverables for the Climate Pollution Reduction Grant (CPRG). PCAP includes near-term greenhouse gas reduction measures that can be implemented in five years and will open opportunities for CPRG Phase 2 funding. Many of the quantified priority measures contained in the PCAP are based on existing state, local and tribal climate and clean energy plans and programs. Collaboration with state and local agencies, tribes, subject matter experts, and the public was integral in identifying priority measures mentioned in the PCAP.
The PCAP adheres to the requirements outlined in the CPRG grant requirements from EPA. However, the PCAP does not encompass the entirety of Washington?s greenhouse gas reduction strategy; instead, it lays the groundwork for the Comprehensive Climate Action Plan (CCAP) due summer 2025.
The PCAP is available online: Phase 1 Planning Activities. All PCAPs will be posted on the EPA?s CPRG website. It includes PCAPs from other states, municipalities, tribes and territories.
Background
In June 2023, Washington was awarded $3 million for Phase 1 of the Climate Pollution Reduction Grant (CPRG) as one of many federal funding opportunities created through the?Inflation Reduction Act?and run through the U.S.?Environmental Protection Agency?(EPA).
In Phase 1, the CPRG provides federal funding to state governments, municipalities, tribes and territories to develop implementation plans for reducing greenhouse gas emissions and other harmful air pollutants.
Washington is responsible for three deliverables as part of Phase 1 planning activities:
- Priority Climate Action Plan (PCAP) ? Due March 1, 2024
- Comprehensive Climate Action Plan (CCAP) ? Due summer 2025
- Status Report and Update ? Due summer 2027
