Hi John,

This week, we've put a spotlight on the critical need for a Congressional vote on the Defending Borders, Defending Democracies Act. This bipartisan effort may be Washington’s last opportunity to bolster our borders and extend vital support to our allies in 2024.

The most straightforward way to pass this bill would be for Speaker Mike Johnson to agree to put the bill on the floor for a vote. That’s what we’ve been calling for.

But if Speaker Johnson can’t or won’t do it, Rep. Brian Fitzpatrick, the bill's Republican champion, has a backup plan. He has announced his intention to initiate a discharge petition, setting the stage for expedited consideration of this vital legislation.

A discharge petition is a powerful tool in the House that allows members to bypass committee holdups and leadership objections, bringing a bill directly to the floor for a vote. This process requires gathering 218 signatures from members, a challenging feat that, if successful, demonstrates significant bipartisan support for the legislation.

The discharge petition is a rarely used tool and congressional leadership hates it because it circumvents their power. But sometimes members need to take it upon themselves to force an issue to the floor and that’s what Fitzpatrick is willing to do.

Our hope remains that House Speaker Mike Johnson and Democratic Leader Hakeem Jeffries will see the wisdom in promptly bringing the Defending Borders, Defending Democracies Act to a vote. Until then, we're asking you to make your voice heard by calling 202-225-2777 (Johnson) and 202-225-5936 (Jeffries), urging them to support this crucial piece of legislation.
