Back when Elise Stefanik was first elected to represent the North Country in Congress in 2014, Jill Lochner said she liked what Stefanik stood for.
"She presented herself as a moderate, more like myself," said Lochner, "but she’s taken a turn and she’s become increasingly far-right and ultra-MAGA since then."
Stefanik is one of Donald Trump’s most loyal supporters. Since she’s made that shift, her standing in the Republican party has skyrocketed. As conference chair, Stefanik is now the third-ranking Republican in the house.
Lochner has never been elected to public office. She’s worked in special education and government consulting. Like Stefanik, Lochner now lives outside the 21st Congressional district, in the town of Greenfield just west of Saratoga Springs.
Lochner is running partly because she’s frustrated by Stefanik’s rhetoric in recent years, which she describes as "hateful and divisive."
“I think we need to get back to respectful conversation, debate, dialogue," said Lochner. "I also don’t believe that being a Republican means I need to hate and constantly criticize Democrats."

Lochner identifies as a moderate Republican. She believes in small government, fiscal responsibility and gun rights. She differs from Stefanik and most of the Republican party on one key issue- abortion.
"I believe that the government should stay out of women’s bodies and those choices should be made between a woman and her doctor," said Lochner.
In order to get on the Republican primary ballot next summer, Lochner says she needs about 1,300 petition signatures. Stefanik hasn’t been challenged in a primary since she first ran in 2014. Since then, she's defeated every Democrat by a double-digit margin and raises millions of dollars each election cycle.

Hochul signs new congressional maps into law

New York Gov. Kathy Hochul has signed into law a new set of congressional maps approved Wednesday by the state Legislature after Democratic lawmakers on Monday rejected the newest proposed boundaries drawn by the state's Independent Redistricting Commission.
Legislation introduced earlier this week that would make some changes to the maps the commission approved last week passed the state Senate and Assembly on Wednesday afternoon.
Lawmakers’ speed on the effort was made possible by Hochul’s passage of a message of necessity Wednesday morning, which allows legislators to circumvent the three-day waiting period required before acting on bills.
Hochul signed the maps into law hours after they passed the Legislature, her office said Wednesday evening, meaning they have now taken effect.

Embarrassing low productivity of the 118th Congress under Elise Stefanik
Under the leadership of Conference Chair Elise Stefanik, the current Congress has passed the fewest laws of any other congressional session in modern history, according to GovTrack statistics.

This makes the 118th Congress on track to be the least productive since the Great Depression, with only 39 laws enacted last year. By comparison, most congressional sessions pass between 300 and 450 laws in both years in office.
The 118th Congress has been marked with chaos and bitter political attacks. As House Conference Chair, Elise Stefanik's leadership has focused on embracing discord and divisiveness to the detriment of her constituents in NY-21.
It's time for Congress to start working for the American people.
We have real problems, and Elise Stefanik's leadership is failing us all.
It's time to focus on righting the economy. It's time to address the Fentanyl epidemic that is front and center in the North Country. It's time to invest in rural economies, infrastructure, and opportunities.
