Every February, we celebrate Black History Month to honor our ancestors, change-makers, leaders, families, and culture. This month, I am renewing my commitment to advancing policies that defend civil and voting rights, promote racial justice, educate our children, and invigorate our local economies. As a Black man, a father, an advocate, a legislator, and a public servant, I am grateful to contribute to the Black history that is being created every day and to represent you in Washington, D.C.

Expanding the Child Tax Credit
I will keep fighting in Congress to expand the Child Tax Credit which has helped millions of children nationwide be lifted from poverty. At the end of January, I proudly voted to expand this tax credit that will help 56,000 children in LA-02. The Bipartisan Tax Package delivered big wins for hardworking families and businesses. Duplication of Benefits
In Louisiana, we know that storms are staying for longer, coming on stronger, and leaving more havoc than ever before. In the aftermath of natural disasters, the federal government should make it easier and more accessible for people to recover. I partnered with Congressman Garrett Graves (R-L.A.) to extend the Duplication of Benefits. This bill was adopted by the House Committee on Transportation and Infrastructure and is vital to our state. Learn more.
Funding Port of New Orleans Louisiana International Terminal Project
I recently announced that the U.S. Department of Transportation will grant an additional $226,220,195 to the Port of New Orleans Louisiana International Terminal Project to build a new container terminal in St. Bernard Parish along the Mississippi River. This is a historic step towards transforming the economic landscape of Louisiana and solidifying our position as the premier international Gulf gateway. This additional investment will leverage Port NOLA's extensive connectivity to interstate systems, railroads, waterways, and hubs. TWICE Act
I recently introduced the bipartisan TWICE Act with Congressman Clay Higgins (R-L.A.). This legislation will increase access to the Transportation Worker Identification Credential (TWIC) for formerly incarcerated individuals. I’m passionate about making sure our criminal justice system is fair and that returning citizens have every possible opportunity for success when they come home. This bill will help make reentry more successful and ensure that workforce training can improve people’s lives. Learn more.
Connect the Grid Act
During the 2021 Texas power crisis, 246 people lost their lives, and 10 million lost power. I’m proud to cosponsor the Connect The Grid Act, introduced by Congressman Greg Casar (D-T.X.) because Louisianians know better than anyone that storms are becoming more dangerous. When disaster strikes, states need to bring Power to the People!
Commission on the Social Status of Black Men and Boys
I’m honored to be appointed as a commissioner on the Commission on the Social Status of Black Men and Boys. As a member, I look forward to proposing impactful measures & recommendations that lead to positive changes and foster a national dialogue on the challenges Black men and boys face. Learn more.

I’m honored to be named a 2024 NAWE champion! I’m proud to work with the National Association of Waterfront Employers as they support our marine terminal industry while promoting economic growth and a clean, healthy environment.
United States Capitol Historical Society 2023 Freedom Award
I joined my high school classmate and friend former House Clerk Cheryl Johnson who was awarded the United States Capitol Historical Society 2023 Freedom Award. Cheryl exemplifies the resilience, spirit, & determination of her community. This honors her inspiring leadership during the January 6 attack and the 2023 Speaker election.

Daughters Beyond Incarceration
Daughters Beyond Incarceration is a haven for Black girls with incarcerated caregivers. I had an opportunity to speak with them in our nation’s capital to discuss criminal justice reform in Louisiana. It was an important conversation and these young ladies’ commitment to advocacy is inspiring.
McCollum Scholars Program
I joined College Beyond and CJ McCollum of the New Orleans Pelicans to celebrate a monumental investment in the McCollum Scholars Program. This program will provide 10 Pell-eligible high school students with transformative, need-based scholarships of up to $80,000 per student. It’s an important commitment to our children and a testament to the future of New Orleans.

STEM NOLA Fellows Selected as National STEM Challenge Champions
I am so proud of Naya Ellis and Jayden Marion Hall for being selected as Champions of the National STEM Challenge. Naya is a 9th grader at John F. Kennedy High School and Jayden is a 12th grader at Brother Martin High School. Their attendance at the upcoming National STEM Festival promises to inspire countless other Louisiana students to pursue their passions in the STEM field.
