Child support payments should go to children, not the state.
However, from July 2021 to August 2023, DSHS collected $46 million in child support from families on TANF. Families only received $9 million of those funds.
ESHB 1652 would reinstate the full child support pass-through for families on TANF, ensuring that children receive 100% of child support payments made by non-custodial parents. Research shows that non-custodial parents are more likely to make child support payments when they know the money is going to their kids, and these funds will help families living on a low income meet their basic needs and avoid interacting with the child welfare system. When families have a solid foundation to meet their needs, they can break the cycle of poverty for their children.

The House and Senate Have Released Budget Proposals!
The House and Senate have both released their proposed budgets for this year's supplemental operating budget.
Both chambers have made important investments in helping Washingtonians meet their most basic needs by funding efforts to replace skimmed or cloned cash assistance, expanding dental training programs to serve rural and underserved populations, funding state efforts to prevent losing homelessness services, and more.
While the Senate budget is a good start, they need a nudge to fund policies to help Washingtonians meet their basic needs and find a pathway out of poverty.
