ORP State Central Committee Takes Action to STOP House Speaker Stephens from Misusing OHRA Funds to Attack Republican Candidates!

RE: Request for Special Meeting to Take Action Concerning Speaker Jason Stephens’ Inappropriate Use of Ohio House Republican Alliance funds.

Dear Fellow ORP Committee Members:

I write today to inform you that the Ohio House Republican Alliance fund, which is an auxiliary of the Ohio Republican Party (“ORP”) pursuant to Ohio Revised Code 3517.01(C)(15), is running negative ads—as part of the Republican Primary Election campaigns—against Republican candidates, including some endorsed by the ORP Central Committee.

Background

The auxiliary is called the “Ohio House Republican Alliance” (“OHRA”). The purpose of OHRA is to support the Republican Caucus in the Ohio House of Representatives. Typically, OHRA is run by a Republican Speaker of the House, when the Speaker is Republican-elected.

However, the current Ohio House Speaker, Jason Stephens, is not Republican- elected. Rather, the 32 members of the Ohio House Democrat Caucus voted for him unanimously, and celebrated his victory on the floor of the House. Only 22 Republicans voted for Stephens, betraying their promise to vote for the winner of their earlier caucus vote. Meanwhile 46 Republican members kept their promise, voting for Representative Derek Merrin. The 22 who voted for Stephens later became known as the infamous “Blue 22.”

As you may recall, in January 2023, we voted to censure Speaker Stephens and the Blue 22. We stood by our censure in numerous votes since then—while over two dozen counties passed similar resolutions.

Stephens and the Republican Majority Caucus made a deal to work together on

using OHRA funds. However, Stephens breached the agreement. And now he is using OHRA’s approximately $3 million solely to help his Blue 22 and to viciously attack their opponents. Enclosed, you will find copies of negative ads being paid for by OHRA.

Recently, the Majority Republican Caucus sued Stephens for control of OHRA— because his control of the funds is illegal. However, litigation is time-consuming. The Democrat judge denied the Majority Republican Caucus an immediate temporary restraining order. Thanks to Stephens, the fate of $3 million of Republican-raised money, was decided by the Democrat Caucus and a Democrat judge.

OHRA’s money is intended to defeat Democrats, and should benefit the entire caucus. It is not a personal slush fund for Speaker Stephens to use against his Republican opponents—a luxury he is only afforded because he doesn’t need majority Republican support--he is supported unanimously by the Ohio House Democrat Caucus and their allies.

The Solution

The ORP can take over the fund and spend the fund’s money to support all Republican caucus members, as this money was intended. Thus, I call for a special meeting to: 1) condemn Speaker Jason Stephens’ actions; 2) order Chairman of the ORP to take all measures necessary, including litigation, to take control of the OHRA and use the funds to benefit all Republican Caucus members properly; 3) send a cancellation of all contracts for negative ads run against Republicans; and 4) cancel all contracts to run negative ads against Republicans.

Although we may be too late to stop Stephens’ illegal activity during the Primary Election, we can still act to stop Stephens’ from abusing these funds in the exclusive favor of the Blue 22 during the 2024 General Election.
