96 A Message from the ChairwomanWe Are Here to Help!
Friends,
We hope to see many of you this weekend at our 2024 Congress of
Counties! We are so excited to get together with our fellow Republicans
to prepare for the elections ahead this year.

While Congress of
Counties is a great place to add tools to your toolbox, we wanted to
remind you that it is not your only opportunity to grow your party
building skills! Our staff at the IN GOP HQ have been traveling the
state to meet with local parties and help them build from the grassroots
up. From recruiting and messaging to county officer and data center
training, we are always happy to hit the road and work with our county
parties!

Over the last few months alone, some of the trainings and
meetings our team has attended and/or assisted in have included the 3rd
district meetings, Monroe County grassroots training, White County data
training, Clinton County precinct committeeman and state delegate
training, Floyd County data trainings. We have also helped with or
attended Marion County GOP meetings, the Bartholomew County GOP Women's
Club meeting, and virtual trainings that included the 8th district and
Hamilton County data training.
As you can see, we are willing to come
to you! Our staff is ready and willing to engage with our grassroots in
every corner of the state.

Please do not hesitate to reach out and
let us know if you have questions, want an update on state party
happenings, or if your local party would like training in an area of
need!

Thank you for all that you do.

 Hoosier Republican
Leaders Continue to Take Action on The Biden Border Crisis
The Biden
border crisis continues to become a bigger issue for all states in the
U.S., including Indiana. While Democrats sit on their hands, Hoosier
Republicans have taken leadership on this issue. For example, earlier
this month Gov. Holcomb announced that he would be sending the Indiana
National Guard to assist Texas in defending the southern border, because
Biden and the Democrats are actively working to keep our border wide
open.

In fact, right here in Indiana, cities run by Democrat mayors
are refusing to enforce federal immigration laws! These are SANCTUARY
CITIES, right here in our home state. This is a dangerous policy that
gives protection and immunity to the over 9 million illegal border
crossings that we have seen since Biden took office.

However, once
again, Republicans have stepped up to the plate. Republican leaders in
the General Assembly are working on Senate Bill 181, which will allow
the Indiana Attorney General to file a lawsuit to stop a city or college
from enforcing a sanctuary city/campus policy.

SB 181: Enforcement of
Sanctuary City/Campus Ban (Author: Sen. Koch)

Goal and contents of SB
181:
A sanctuary city is a municipality that limits or denies
cooperation with federal immigration authorities in enforcing
immigration laws. Indiana law already bans local governments from
enacting "sanctuary city" policies, and bans public and private colleges
from enacting "sanctuary campus" policies. However, the enforcement
mechanism under our law was struck down by the courts on technical
grounds. Without a way to enforce our existing law, at least 4 Indiana
cities currently declare themselves sanctuary cities: Gary (ordinance),
East Chicago (ordinance), West Lafayette (ordinance), and Marion
County/Indianapolis (judicial settlement agreement). SB 181 fixes this
issue so our law against sanctuary cities can be enforced. Under the
bill, the Attorney General will file a lawsuit to stop a city or college
from enforcing a sanctuary city/campus policy. Bill status: Passed
Senate, Currently on First Reading in the House.

A few things to
consider when wondering how the southern border impacts Indiana:
71% of
all Indiana overdose deaths from 2021-2022 were from synthetic opioids,
like fentanyl, which are mainly manufactured outside of the U.S.
Fentanyl is now the leading cause of death for Americans ages 18-45,
with a 94% increase in number of deaths by Fentanyl SB 181 aims to
safeguard Hoosiers from the numerous challenges streaming across our
southern border by allowing Indiana's AG to do one simple thing that
Democrats refuse to do, ENFORCE THE LAW. Democrats would rather create
safe zones for those who cross the border illegally.
