This week, President Biden again travels to California to raise money for his party and reelection. He's been on the West Coast about as often as he's been in the Oval Office. He's not doing the people's business.   Mr. Biden, as I have stated, is largely a ceremonial President at this point. Cabinet members and advisors are running the country day by day.
