NC Superintendent Wants A "Carve-Out" For Sex Surveys In Parental Bill Of Rights Law
Catherine Truitt misleads lawmakers about CDC sex survey to get around new parental consent law.

North Carolina legislators and charter school operators were outraged two years ago when NC's Department of Public Instruction (DPI) sought to ask pre-teen students about their sexual history and drug use with an explicit survey.
Every two years, NCDPI's Healthy Schools, with the CDC, distributes these surveys to select middle and high schools across the state called the Youth Risk Behavior Survey (YRBS).
After legislators intervened, a DPI administrator sent a letter to schools acknowledging the "sensitive, overly probing" YRBS survey questions that were not in alignment with everyone's beliefs." The DPI then permitted schools to opt out of having to administer the controversial survey.
In response to schools providing children as young as nine with highly-charged sex surveys, Republicans in the General Assembly passed the Parents' Bill of Rights requiring parental notification and consent for such surveys.
Last September, Catherine Truitt asked for a permanent carve out in the Parents' Bill of Rights (watch the video above). This will allow the YRBS survey to be given behind parents' backs. During a meeting, Truitt announced to the State School Board that she lobbied lawmakers for the exception and thought the Parents' Bill of Rights was passed at the wrong time.
Truitt misleads lawmakers and the public about the true nature of the surveys to gain approval. She claims the questions relate to teen tobacco use. However, the survey's real focus is on understanding children's sexual identities and behaviors. It also focuses on firearms in the home and the child's relationship with their parents.
