82 years ago today, on February 19, 1942, President Franklin D. Roosevelt signed Executive Order 9066.

This order that required the internment of all Americans of Japanese ancestry.

And while most historians rightly condemn Roosevelt for putting Japanese Americans in these concentration camps (and yes, they were concentration camps—FDR himself characterized them as such)…

They are mistaken to see this as exceptional to his legacy.

Most historians say FDR’s executive order was merely a reaction to outside pressures. A “glaring” or “painful” exception to an otherwise good civil liberties record.

But, in his new book, The New Deal’s War on the Bill of Rights ([link removed]) , Independent Institute’s Senior Fellow David T. Beito lays bare the facts about FDR’s intentions—and blatant racism.

Beito explains how in 1942, FDR’s Executive Order 9066 resulted in mass Japanese American incarceration; that same year, Executive Order 9102 established the War Relocation Authority, to provide for the “removal from designated areas of persons whose removal is necessary in the interests of national security.”

The overwhelming majority of Japanese incarcerated cooperated fully, but the WRA and the military did not hesitate to use force for those who did not. Rules in the concentration camps were extensive, including one that mandated all inmates to stay at least ten feet from the fence.

And when all was said and done, soldiers shot and killed seven unarmed inmates—mostly for failure, either real or perceived, to obey often trivial instructions (such as walking on a paved sidewalk).

By August, nearly all Japanese Americans on the West Coast were inmates in concentration camps, each characterized by guard towers and armed military patrols.

With an abundance of primary source evidence and well-reasoned arguments, historian and distinguished professor emeritus David T. Beito masterfully presents a complete account of the real Franklin D. Roosevelt—the man responsible for the tragedy we remember today.
