** Mid-Session Overview

Week 6: We’re more than halfway through this session
Earlier this week, the General Assembly reached the halfway marker known as “Crossover,” the point on the legislative calendar where each chamber must complete work on all its own bills except the state budget. The House has passed 734 bills and the Senate has passed 452, which we will now consider in the House. I would like to provide an update on how the legislative process has gone thus far, as well as invite you to upcoming events at home and in Richmond.

Stepping onto the stage to receive this award was a humbling experience, made even more special by my beautiful wife’s attendance.
This Valentine's Day, I had the pleasure of meeting with dedicated representatives from the Virginia Athletic Trainers Association, with several students from Shenandoah University, to discuss matters related to sports medicine and athlete care.

** Update & What’s Next?

As you are aware, last November’s election brought Democratic majorities to both the House of Delegates and the Senate. Delegate Don Scott (D-Portsmouth) was elected as the new Speaker, becoming the first African-American to hold the position. I was pleased to be appointed by the Speaker to serve on the following committees this session: Transportation, General Laws and Appropriations.
Below is a brief update on a few pieces of legislation that I brought forward that are continuing throughout the process:
HB288 Passed the House and has been referred to Committee on Agriculture, Conservation and Natural Resources ([link removed]) .. This bill requires a person that is obtaining a waterfowl blind license, at the time of the transaction, to provide the unique location of each stationary waterfowl blind to the Department of Wildlife Resources. HB287: Passed the Senate unanimously. This bill expands the definition of geology, which is especially important when it pertains to geological mapping, inspecting and planning.

** HB 656: Passed the House and unanimously passed in the Senate Agriculture, Conservation, and Natural Resources. Regulated land-disturbing activities; submission and approval of erosion and sediment control plan.

One of the biggest tasks we face each session is working out how our Commonwealth will spend your tax dollars in the form of the biennial budget and budget amendments. The legislature will use Governor Youngkin’s introduced budget from December as a starting point. That budget included $1 billion in tax reform, as well as the largest K-12 budget in state history. I will carefully review the budget when it comes before me for a vote. One of my priorities when reviewing the budget is ensuring funding for transportation in our area.
