This week in Congress was a historic week; It marked the first time since 1876 that a Cabinet secretary was impeached. The House voted to impeach the Department of Homeland Security’s (DHS) Secretary, Alejandro Mayorkas. The grassroots must now turn their attention and ensure the Senate does its Constitutional duty — a Senate trial must be held and the evidence of Mayorkas’ failures must be presented to the American people.
Mayrokas’ impeachment is long overdue – his dereliction of duty has created an unprecedented illegal migration crisis:
- 10 million+ border crossings nationwide
- 85,000 missing or trafficked children
- 73,654 fentanyl deaths in 2023
In a press release, <[link removed]> Heritage Action’s Executive Vice President Ryan Walker wrote:
“The Senate now has a solemn and constitutional duty to consider the impeachment. This should be done in full view of the public so the American people can see the evidence against the person responsible for an invasion that has brought more than ten million illegal aliens into our country.”
Majority Leader Chuck Schumer should not offer a vote to dismiss the articles of impeachment. All senators should be publicly calling on him to hold a trial – especially Republican leaders in the Senate. Any Senator who votes to dismiss the impeachment articles before a Senate trial will be complicit in a cover-up of Mayorkas’ failures.

Prioritizing Citizenship
At the same time that Mayorkas has let in an estimated 10 million illegal immigrants (greater than the population of NYC), the U.S. census still doesn’t have a question about citizenship.
There are 435 Congressional House seats, and every 10 years these seats are reapportioned based on the U.S. Census. In 2010, the Left removed the citizenship question from the census. As a result, congressional districts cannot be drawn based on the number of citizens.
On average, each Congressman in the U.S. House represents 760,000 individuals.
- In some districts, this is 760,000 Americans.
- In other districts, this is 500,000 Americans and 260,000 illegal immigrants
This is broken and Americans are being disenfranchised. U.S. citizens — not illegal immigrants — should have representation in Congress and determine America’s presidents.
There is a bill to fix this problem: the Equal Representation Act (S. 3659 / H.R. 7109), and Heritage Action is encouraging Members of Congress to go on record and publicly support this bill. That’s why we are including cosponsorship of this legislation on our scorecard. <[link removed]>
The Equal Representation Act requires the Census Bureau to include a citizenship question on all future decennial censuses. This bill would also prohibit all non-Americans from being counted toward congressional district and Electoral College apportionment.

A SALT-y Situation
The grassroots helped kill a bad tax bill this week!
State and Local Tax (SALT) deductions should be repealed altogether. The cost of federal tax deductions is spread among all U.S. taxpayers and the SALT deduction forces taxpayers in low-tax, low-debt states to subsidize excessive government spending in high-tax, high-debt states like California, Illinois, New York, and Taxachusetts (MA). A bad tax bill, H.R. 7160,would have DOUBLED that deduction for joint filers – this would incentivize blue states to keep raising state tax rates and passing the cost onto federal taxpayers.

But this week, grassroots engagement helped block a procedural vote on the SALT deduction bill and killed its chances of becoming law. The grassroots won by acting early, engaging in legislative procedure, and making clear the conservative position on this bill.
Debate on Additional Spending Continues
While our borders are being invaded and hardworking families are struggling to make ends meet - the Senate voted this week to advance nearly $100 billion in military and foreign aid. This spending is unpaid for — completely funded by debt — and does nothing to secure our own border here at home. This bill is a perfect example of Washington’s misplaced priorities, where the safety and security of the American people come last.
The Biden administration has failed to articulate America’s goals, timelines, and objectives for funding Ukraine’s government — the American people are being asked to sign blank checks without any communicated strategy for a
resolution. Congress has not ensured proper oversight of the $113 billion already sent to Ukraine which has resulted in lost weaponry <[link removed]> and stolen funds. <[link removed]> This latest supplemental spending bill fixes none of these issues.

Thankfully, House Speaker Mike Johnson announced that the Senate is as far as this spending bill goes. Heritage will continue to advocate for conservative solutions as Congress legislates on these issues.
State Legislation to Watch
Georgia
A Central Bank Digital Currency (CBDC) <[link removed]> is a type of digital currency issued and controlled by a
central bank. This platform of exchange could allow governments or other third parties to monitor and control every transaction you make, no matter how small. Transactions could also be stopped or even forced without your consent. It’s a level of financial totalitarianism George Orwell never imagined.
Georgia is working on preemptive measures to block state agencies from accepting payments using CBDCs or from participating in any test of that currency. Doing this will discourage a CBDC from being issued and stunt its adoption in the event that it is.
South Carolina
The Environmental, Social, Governance (ESG) agenda is one that requires investment criteria to consider environmental or social causes over fiduciary duty. This means a company with socially “progressive” hiring practices (like DEI) would rank more favorably to ESG investors than an alternate company that hires based on merit and produces greater returns for their clients.
That’s why South Carolina has passed into law H. 3690 with bipartisan support. This law makes the Palmetto State the 16th state to protect investments from ESG criteria by removing state pension funds from asset managers that do not fully commit themselves to their fiduciary duties.

Imagine This:
You, your spouse and your kids have piled into your car after a nice night out. You’re about to drive home, make some popcorn, and pop in your family’s favorite movie. But your car won’t start. Why won’t it start? Battery? Sparkplugs? Starter? Nope. The federally mandated driver monitoring system in your car has falsely flagged you for being drunk. But the only thing you had to drink all night was water.
This is a nuisance. But imagine instead that you are trying to rush your pregnant wife to the hospital. Or your husband fell off a ladder and needs to be taken to the ER. Or a hurricane is on its way and you need to evacuate your friends. If the government’s technology makes a mistake here it becomes more than a nuisance, it becomes an active danger.
But Biden’s National Highway Traffic Safety Administration (NHTSA) wants to add this unproven technology into every new car in America. They need to hear your opposition. By law, NHTSA must produce its regulation <[link removed]> sometime this year OR provide a reason why a standard has not been created. Your comments can be that reason.
