Dear Friend,
For the last three years, Secretary Mayorkas, the head of the U.S. Department of Homeland Security (DHS), has willfully refused to enforce federal immigration laws, abused his parole authority, repeatedly lied to Congress, and unleashed millions of illegal aliens and deadly drugs into our communities.
I have been extremely critical of him from the beginning when the Biden administration paused deportations, stopped border wall construction, and ended Remain in Mexico on their first day in office.
Then on August 17, 2021, Secretary Mayorkas issued a memo that included an expansion of alternatives to detention, which instituted a “catch and release” policy for millions of illegal border crossers. This has resulted in “above 85%” of the illegal immigrants apprehended at the southern border being released into the United States.
No one who took an oath of office to protect the homeland of our country should ever implement a mass catch-and-release scheme where illegal aliens have been dumped into American neighborhoods with no court dates or monitoring.
This is a clear violation of the Immigration and Nationality Act, and it is disrespectful to the millions of legal immigrants who followed our laws and came here the right way.
When called before Congress to tell the truth, Secretary Mayorkas repeatedly lied and breached public trust by claiming, “The border is secure,” despite the Border Patrol Chief saying it is not.
He also lied to Congress about his abuse of so-called parole, which is supposed to be used only on a limited, case-by-case basis to admit individual aliens based on their unique circumstances. You can watch over a minute of his lies by clicking here.
Paroling over a million people into our country on a categorical basis is not “limited” or “a case-by-case basis” and “for urgent humanitarian reasons or significant public benefit.”
As a result of these actions, the House voted to impeach Secretary Mayorkas this week. You can view the vote here.
I did not take this impeachment vote lightly, but it’s time to put the safety of our citizens first and hold Secretary Mayorkas accountable for his failures.
Thanks again for starting your weekend off with the Tiffany Telegram. We will be back in two weeks with more.
Sincerely,
Tom Tiffany Member of Congress

Transparency for your tax dollars
Telegram readers know I have been calling out many of the non-governmental organizations (NGOs) that are helping facilitate the Biden Border Invasion. Last week, I mentioned that the Biden administration has funneled billions of tax dollars to many NGOs, like Catholic Charities, the Red Cross, and Casa Alitas, to house and transport illegal aliens. That’s why when I was down in Arizona last week for the Natural Resources hearing, I stopped by one of the hotels that NGOs are using to house illegal aliens. This hotel in particular had just made headlines after investigative journalist James O’Keefe exposed them. When I stopped to see how your tax dollars are being spent, I was denied access and given no information. They even called the sheriff’s office on me. If these NGOs have nothing to hide about their operations, why was I not allowed to go in to see exactly what they are up to? This needs investigating, and I am pushing for public hearings with these groups to give the American people a firsthand look at how their tax dollars are being spent. You can watch my X Spaces from earlier this week with James O’Keefe here.
Unleashing American energy
Late last month, the Biden administration announced that it would halt export applications for U.S. liquified natural gas (LNG). Sadly, this is just the latest chapter in the White House’s war on American energy. The U.S. is currently the world’s largest exporter of LNG, supporting good-paying American jobs and the cleanest LNG in the world. In fact, it is 41% cleaner than Russian gas delivered to Europe. Reducing our ability to export energy to our allies and the world will kill American jobs, result in dirtier gas coming to market, and undermine our national security interests while benefitting our adversaries. That’s why this week, House Republicans brought forward H.R. 7176, the Unlocking our Domestic LNG Potential Act. This bill would rescind the Biden export ban on LNG. This bill passed the House yesterday by a margin of 224-200 with bipartisan support. LNG is a key component of our domestic energy industry, and our ability to export this product isn’t just good for our economy, it’s good for global security. We produce energy in the U.S. cleaner and more efficiently than anywhere in the world, and the demand for LNG is not going away anytime soon. We should be supporting LNG, not demonizing it.
Education luncheon
Last Friday, I attended a Legislator Luncheon hosted by the Cooperative Educational Service Agency (CESA) in Turtle Lake. CESA 11 provides educational services to the thirty-nine school districts in northwest Wisconsin. Along with many state legislators and school superintendents, we had a productive meeting about education in Wisconsin and trends impacting our region.
Thank you to CESA for holding a Legislator Luncheon to hear what is impacting northern and western Wisconsin schools.

Biden admin weaponized federal law enforcement…again
In the spring of 2022, a rogue law clerk leaked a draft Supreme Court opinion to the media in hopes of intimidating our nation’s justices into changing their decision. Soon after, mobs of angry protestors illegally gathered on our justices’ front lawns to pressure them into flipping. Despite the fact that harassing a justice by picketing or parading outside of their home is a federal offense – especially if the intent is to intimidate or influence their decision – the left-wing mob was allowed to continue their near-constant harassment for over a month. Last year it came to light that a slide deck that was used to prepare U.S. Marshals personnel for their detail outside of the Justices’ homes explicitly encouraged the Marshals to turn a blind eye by instructing them not to make arrests or initiate prosecutions. This Congress, the House Judiciary Committee launched a probe into the lack of arrests outside of the Supreme Court justices’ homes that eventually led to an assassination attempt on Justice Brett Kavanaugh. This week we held an oversight hearing and heard from U.S. Marshal Service Director Ronald Davis where I asked him about their decision to not enforce federal law despite the threat level against the justices in the wake of the leaked Dobbs opinion. Director Davis acknowledged that having an independent judiciary that can operate safely without the threat of violence is essential to our democracy – despite participating in the creation of the slide deck limiting their ability to enforce the law. While I am grateful to the U.S. Marshal Service for their service, I am disappointed by the Biden administration’s attempt to once again manipulate and weaponize federal law enforcement for political gain by limiting their ability to enforce federal law.
Recent Legislation
Empowering states on immigration
We talked earlier about how President Biden has systematically erased America’s borders. He has done this by refusing to enforce our immigration laws, and by abusing what’s known as “parole” to allow over one million migrants to enter our country outside of the legal visa framework. The results, as we all know, have been catastrophic. That’s unacceptable, and it’s why I authored legislation to crack down on parole abuse, which was included as part of H.R. 2, the comprehensive border security legislation recently approved by the House of Representatives. It’s also why this week, I signed on to legislation with Reps. Chip Roy (TX-21) and Dan Bishop (NC-8) that would help enlist responsible state governments in our ongoing effort to restore order and security to our immigration system. Our legislation would enhance the ability of states to challenge the Biden administration’s lawless actions by confirming what’s known as their “legal standing” to do so. In essence, this bill will help ensure that states have “their day in court” when it comes to pushing back against the White House’s dangerous and illegal policies that put American families, workers, neighborhoods, school systems, and public health infrastructure at risk. You can read more about the bill here.
District Update
We are here to help
While I do not highlight every casework win my team gets, we helped close a special one this week. Several weeks ago, a 97-year-old WWII veteran contacted my office looking for help as he had received a letter that he would be evicted from his home. My team worked with the U.S. Department of Housing and Urban Development (HUD) to find a solution that would keep the resident in his home. I am grateful that we were able to assist this veteran and take care of those who served our country. If you or someone you know might be facing similar troubles or having delays with a federal agency, please have them contact my office at (715) 298-9344.
File your taxes for free
Last week in the Telegram, we mentioned that the AARP has free resources to help file your taxes, and I wanted to let you know that the IRS also has tools that will ease you through the process. IRS Free File allows taxpayers who make $79,000 or less to file their federal income tax returns online at no cost using guided tax preparation software. This software is secure and will do all the necessary math for you. If you make over $79,000, you can still file for free online using their electronic fillable forms. Click here to get started with IRS Free File.

We’ve had some wonderful submissions of the Northern Lights phenomenon, but we have never had one of a sundog rainbow. According to the Farmer’s Almanac, “Sundogs appear when sunlight passes through a thin veil of ice crystal clouds, and the ice acts as a prism, refracting the light.” If you would like to submit a picture to be featured in our photo of the week section, please email it to [email protected] with your name and location.
