"Up to $49 million is available from the Climate Commitment Act (CCA) to support energy rebate programs?"
The Washington State Department of Commerce opened a formula funding request for the State Home Electrification and Appliance Rebates (HEAR) Program on February 15. The CCA funding is available for local governments, Tribal governments, and Tribal supporting entities to provide rebates and incentives to households and small businesses for the installation of high-efficiency electric equipment and appliances to help achieve Washington?s emissions reduction goals for the building sector.
HEAR grants will support clean energy initiatives that align with the 2021 State Energy Strategy and help leverage federal funding from the 2022 Inflation Reduction Act.
Funding through this program focuses on providing grants to third-party administrators to provide rebate and incentive programs for high-efficiency electric equipment and appliances, with a focus on providing rebates and incentives to low- and moderate-income households and small businesses.

Who is eligible?
Eligible entities to administer rebates include:
* 501(c)(3) Non-Profit Organizations
* Community Action Agencies
* Housing Providers
* Local Governments
* Tribal Governments and Tribal supporting entities
* Electric Utilities

Eligible recipients of rebates
* Low- and moderate-income (LMI), single- and multi-family households with income 150% of Area Median Income (AMI) or less?
* Small businesses with fifty (50) or fewer employees
* Adult family homes licensed by the Department of Social and Health Services (DSHS)

What equipment and appliances are eligible for rebates?
Eligible Equipment for rebates and incentives includes, but is not limited to:
* Heat pumps for home heating (i.e., air-source, ground-source)
* Residential and commercial induction cooking equipment
* Heat pump water heaters
* Heat pump clothes dryers
* Electric panel and wiring upgrades required for installation of new electric equipment
All equipment must be ENERGY STAR certified.

Important Dates
* February 2024: Launch Local Government and tribal funding request form and begin granting funds.
* March 2024: Online and in-person workshops for households and small businesses.
* March ? April 2024: Commerce anticipates opening a Request for Application (RFA), to award the remaining $28.6 million in available funding from the HEAR Program to eligible third-party administrators.
* The funding form will be open on the program website for at least six months, or until all funds are allocated.
