John, last week, I announced my second budget proposal for Pennsylvania. It's a bold, ambitious plan that will invest in our Commonwealth and uplift communities big and small across PA without raising taxes — while leaving $11 billion left in the bank.

Since my first day as Governor, one of my top priorities has been cutting costs for Pennsylvanians. Too many families across the Commonwealth are living paycheck-to-paycheck — and that’s why my budget proposal will have a significant, positive impact for working PA families.
I’m proud to say that my proposed budget invests $4 million to start wiping out medical debt for individuals across our Commonwealth. About one million Pennsylvanians carry some kind of medical debt — and this debt can hold individuals and families back for decades. Under my budget, we’re giving Pennsylvanians a new shot to get ahead.
My budget also proposes investing $50 million in the Whole Home Repairs program to help Pennsylvanians afford crucial repairs. It’s critical that Pennsylvanians can stay in and take care of their homes — and this funding will do just that, all while helping families keep more money in their pockets.
We’re also investing in Pennsylvania to allow our economy to compete nationally and globally.
I proposed $500 million to invest in on-site development for priority industries like agriculture and manufacturing, over $10 million to invest in agriculture innovation, and $25 million to establish a new Main Street Matters program to support small businesses and Main Streets across the Commonwealth.
It’s no secret that Pennsylvanians need real, tangible solutions to the issues that are impacting hard-working families — and I’m so thrilled that this budget will bring investments, progress, and results to communities in every corner of Pennsylvania.
