1) First, the 23 District-Level delegates are voted on by the Oklahoma Democratic Party (2023 State Convention) Delegates at Congressional District Caucuses. Presidential Candidates are awarded a percentage of delegates based on the results March 5th Primary. A Presidential Candidate must win at least 15% of the Presidential Primary vote on March 5, 2024, to be awarded any Delegates regardless of how the Delegate is elected.
The District-Level delegates have been allocated across all 5 Congressional Districts. The bluest district (CD 5) will have 6 National Delegates to elect. See below to see all 5 district allocations.
2) 5 Party Leaders and Elected Officials (PLEO) and 8 At-Large Delegates are elected by a vetting and nominations process at the ODP’s Delegate Selection (PPP) Convention held on April 6, 2024 at the Ardmore Convention Center.
3) There are 5 "Automatic" Delegates. These are unpledged and are selected because of their Party positions. In Oklahoma, those individuals are the ODP’s five (5) DNC Members who automatically attend, but they don’t have a vote in the nominating process unless the convention delegates are unable to select a nominee by majority vote on the first ballot. Those individuals are:

‣ Cyndi Munson – DLCC Representative
‣ Kalyn Free – DNC Committee Man
‣ Gov David Walters – DNC Committee Woman
What about Diversity and Inclusion?
The entire delegation must be equally balanced by gender, half male and half female. To accomplish this the ODP, in cooperation with the DNC, has set affirmative action goals for historically underrepresented groups: Native Americans, Latine, African Americans, Asian and Pacific Islanders, LGBTQIA2S+ Oklahomans, Young Democrats (people under 36), and people with disabilities.
How do I submit my Delegate Declaration form?
You can submit those online here, or by mailing them to the Oklahoma Democratic Party Headquarters. The Oklahoma Democratic Party must receive all Declaration forms in hand by March 8, 2024, at 5:00 PM.
