Gov. Justice orders flags to be flown at half-staff on Friday, February 16, in honor of former Delegate Calvin Dale Manuel
CHARLESTON, WV — Gov. Jim Justice has issued a proclamation, ordering all United States and West Virginia flags at the Capitol Complex and all state-owned facilities in Jefferson County be displayed at half-staff, from dawn to dusk on Friday, February 16, 2024, in commemoration of the distinguished life and service of former West Virginia Delegate, Calvin Dale Manuel.
Manuel served in the West Virginia House of Delegates for 16 years after being elected in 1988 and was subsequently elected as a Jefferson County Commissioner, where he served for 12 years.
