*Environmental Quality Board meeting*
*Wednesday, February 21, 1 – 4:15 p.m.
*Join us virtually for the February 2024 Environmental Quality Board meeting. At this meeting, the Board will elect a Vice Chair, vote on an updated Environmental Review Implementation Subcommittee (ERIS) resolution, vote to approve the revised Environment & Energy Report Card, and engage in a facilitated strategic plan session. *Environmental* *review survey launches - provide your feedback on mandatory categories*
The Environmental Quality Board (EQB) publishes a Mandatory Category Report every three years. Mandatory categories specify when projects go through environmental review. This report will summarize the categories and share recommendations for whether any categories should be added, deleted, or changed. Here are two ways you can share your ideas: 1) Join the conversation on our online engagement platform [ [link removed] ]; 2) Give more specific feedback, by taking this survey [ [link removed] ] regarding both the mandatory categories and the decision criteria. Feedback will be anonymously compiled and used to help EQB shape our recommendations in the draft report. The deadline for input is February 28.

*Project description: *Improvements to TH 10 in Wadena and Otter Tail Counties from 1.3 miles west of CSAH 75 to 0.4 miles east of Oink Joint Road. Reconstruction of TH 10 to a four-lane highway east and west of Wadena to address existing deficiencies and accommodate future development and redevelopment. Reconfiguration to four lanes within existing urban section and extension of urban section. Traffic control modifications, including construction of a reduced conflict intersection (RCI) at the intersection of Highway 10 & CSAH 75, a roundabout at the intersection of Highway 10 & CSAH 92/11th Street NW, and a roundabout at the intersection of Highway 10 & CSAH 54/Harry Rich Dr.

Valley Aggregates Sand and Gravel Mine [ [link removed] ]

*Project description: *Valley Paving, Inc. (VPI) operates an existing sand and gravel mine located in Monticello Township, Wright County, MN. VPI is proposing to expand the existing mine by an additional 77 acres. The expansion is a result of a depletion of usable aggregate at the existing mining site. The mining operation(s) would move to the new expansion area and VPI would start reclamation of the existing Site. Operation would primarily include excavation of native sand and gravel resources, and processing of the materials to produce aggregate products for use in area construction projects.

*Project description: *Land Equity Development proposes Walden at Hastings containing 511 residential housing units generally located east of TH 316 and Michael Avenue. The 71.1-acre housing project features a phased development plan including single family, twin home, townhome, apartment and senior housing. The five year project is anticipated to commence in 2024. Development will primarily occur in areas currently under cultivation. 17.5 acres of natural areas will be reserved.

*Project description: *Mayo Clinic is proposing to redevelop approximately 20 acres located in downtown Rochester. The project is located in all or portions of 14 parcels, located in an area generally bounded by 2nd Street SW on the south, Civic Center Drive on the north, 7th Avenue on the west, and 1st Avenue on the east in Rochester, Olmsted County, Minnesota. The AUAR will evaluate 1 development scenario that involves multiple buildings totaling approximately 1,970,000 square feet of medical institutional and 90,000 sf of electric generating land uses.

Rich Valley East Industrial Development [ [link removed] ]

*Project description: *The AUAR study area encompasses an area totaling approximately 333 acres on 6 parcels located at County Road 42 and Emery Avenue E in the City of Rosemount, Dakota County, Minnesota. Project Mercury, LLC is proposing to develop the study area from existing farmland to data center or industrial, business park, and commercial uses. Two scenarios are proposed for evaluation in the AUAR. Scenario 1 includes multiple buildings for a total of 2.3 million square feet of proposed data center development. Scenario 2 includes multiple buildings for a total of 1,293,333 square feet of proposed light industrial, 646,667 square feet of business park, and 560,000 square feet of community commercial development. The proposed development within the AUAR study area is anticipated to begin in August 2024.

NorthPark Business Center AUAR Update [ [link removed] ]

*Project description: *The NorthPark Business Center Alternative Urban Areawide Review (AUAR) study area is approximately 227 acres in Brooklyn Park, MN located south of 109th Avenue N, between US 169 and Winnetka Avenue. The City of Brooklyn Park adopted the NorthPark Business Center Final AUAR on May 6, 2013. Since that time, development within the study area has occurred. Pursuant to Minnesota Rules 4410.3610 Subp. 7, an AUAR and plan for mitigation must be revised every five years until all development in the study area has received final approval. Since the study area is not yet fully developed, the purpose of this document is to provide an update to the NorthPark Business Center AUAR pursuant to Minnesota Rules.

Minnesota Duty Officer reports pertaining to fish kills are summarized in the following table, in accordance with 103G.216, REPORTING FISH KILLS IN PUBLIC WATERS, Subd. 2 Reporting Requirement. These reports were received via the Minnesota Duty Officer prior to the submission deadline for this edition of the EQB Monitor. They represent the raw data/information provided by callers.
