Zero-Cost Adoption Plan
The Zero-Cost Adoption Plan is Eric’s bold vision to ensure support for long-term adoption success. This means zero cost for public adoptions.
* Hoosiers deserve a foster care system that works for them and not against them. Our plan would lessen the financial burden on families and ensure that more children are finding their forever homes.

A first-in-the-nation program, the Zero-Cost Adoption plan would mark Indiana as a leader in protecting life and caring for the vulnerable.
* The goal is to reduce the number of children entering the foster care system, to reduce the amount of time each child spends in foster care, and to lessen the burden on parents adopting.

White Paper ([link removed]) : Zero-Cost Adoption

Problem: There are approximately 13,000 children in the foster care system in Indiana and the national average cost of foster care adoption is $2,744. While the up-front cost of adoption is manageable, families endure much hardship in adopting these hard-to-place children.
* Indiana has reduced the amount of time a child waits in limbo between the termination of parental rights and adoption but, at nearly one year, it’s still too long.

* With the future of these children at stake, we must improve the system much faster.

Solution: The Doden Administration will create the Zero-Cost Adoption Plan with $100 million in state funds and private-sector contributions.

This fund would be used to:
* Limit the amount of time courts can postpone a decision when involved parties fail to appear in court.

* Support proven community-based intervention methods to prevent more children from entering foster care.

* Contributing $10,000 per adopted child into a 529 plan and negotiating with Indiana-based public and private colleges for reduced tuition for Indiana adoptees.

The projected outcome is to cut in half within 8 years the number of Hoosier children growing up in the foster care system and to make adoption the preferred alternative to abortion.
