MONDAY E'NEWS   Four new packages of gun control laws take effect on Tuesday, February 13, 2024. MCRGO will summarize all four packages in the coming weeks in easy to understand bullet points along with links to detailed official legislative analyses. Any of these laws may be litigated in the near future. MCRGO will provide updates on litigation only after a case has been filed. Pending litigation, MCRGO is not able to answer legal questions about these new laws -particularly about hypothetical situations. New Gun Laws: Domestic Violence A three bill package passed the Michigan Legislature last fall will prohibit a person convicted of a misdemeanor that involved domestic violence from generally possessing or using a firearm or ammunition in the state until the person completed the terms of imprisonment and probation, paid all fines, and eight years had passed. The bills will add specific misdemeanors and fines for current crimes, such as breaking and entering and vulnerable adult abuse, if the violator were the victim's spouse or former spouse, had a dating relationship with the victim, had a child in common with the victim, or was a resident or former resident of the victim's household. These additional misdemeanors will be considered misdemeanors involving domestic violence. The detailed official legislative analysis of this bill package can be found HERE. "Misdemeanor involving domestic violence" will mean a violation of any of the following offenses committed by an individual who is 1) the spouse of; 2) the former spouse of; 3) the current or previous dating partner of; 4) the current or former resident of a household with; or 5) had a child in common with, the victim: Assault and battery, or repeated assault and battery. Assault without a weapon that inflicts serious or aggravated injury without intent to commit murder or to inflict great bodily harm. Breaking and entering into any dwelling without first obtaining permission. Vulnerable adult abuse, provided the caregiver or other person with authority was guilty of a reckless act or reckless failure to act of the caregiver or other person with authority over a vulnerable adult caused physical harm to the vulnerable adult, or the caregiver or other person with authority over the vulnerable adult knowingly or intentionally committed an act that, under the circumstances, posed an unreasonable risk of harm or injury to a vulnerable adult, regardless of whether physical harm resulted. Willful and malicious destruction of personal property of less than $1,000, or repeated offense involving willful and malicious destruction of personal property of less than $1,000. Willful and malicious destruction of another person's house, barn, or other building or its appurtenances of less than $1,000, or a repeated offense involving willful and malicious destruction of another person's house, barn, or other building or its appurtenances of less than $1,000. Stalking. Malicious use of any service provided by a telecommunications service provider with intent to terrorize, frighten, intimidate, threaten, harass, molest, or annoy another person. An ordinance, law of another state, or Federal law that substantially corresponded with the violations listed above. An ordinance, law of another state, or Federal law specifically designated as domestic violence. "Dating relationship" means frequent, intimate associations primarily characterized by the expectation of affectional involvement. This term does not include a causal relationship or an ordinary fraternization between two individuals in a business or social context. Winter Outdoor Shows Volunteers Needed Volunteer shifts are open for Outdoorama at Novi in late February and the Ultimate Sports Show at Grand Rapids in early March. Any current member or prospective member of MCRGO is welcome to volunteer. Volunteers will be given a one year MCRGO membership credit per shift worked. In the case of life members, that credit may be transferred to another person. Working a volunteer shift also provides no cost entry to the show. We double up volunteers for each shift so the volunteers can take turns exploring the show. People visiting the booth will take newsletters and stickers off the table. Some people may ask you questions about the organization, how to obtain a CPL, how to become an instructor, discuss firearms politics, etc. which you are welcome to answer based on your own personal knowledge. Membership forms and hats will be available for sale. Dress is casual. Both open and concealed carry are welcome. Changes this year include a double size booth with the additional space to be used for the interactive Multi-Target Training Simulator (iMTTS). This will make MCRGO's booth much more interactive with visitors to the show. The table will continue to have a legislative and membership focus as in the past including summaries of gun control legislation passed in 2023. To volunteer, please email Brady at [email protected].
