Manning Votes to Avert Government Shutdown, Calls for Long-Term Bipartisan Budget Deal
On January 19, 2024, Congresswoman Manning voted to pass a continuing resolution (CR) to extend Fiscal Year (FY) 2023 government spending levels to avert a government shutdown.
This is the third CR that Congress has passed in the 118th Congress. The latest CR extends current FY2023 funding levels by splitting federal agency funding into two divisions:
- Division A extends funding for Agriculture- Food and Drug Administration (FDA), Energy and Water, Military Construction and Veterans Affairs (VA), and Transportation-Housing and Urban Development (T-HUD) through March 1, 2024.
- Division B extends funding for the remaining federal agencies, including Health and Human Services (HHS) and the Department of Homeland Security (DHS), through March 8, 2024.

Manning Leads Letter Urging FERC to Reconsider "Redesigned" Mountain Valley Pipeline Plan
Congresswoman Manning led a group of House Democrats in sending a letter to the Federal Energy Regulatory Commission (FERC), urging them to require a new certificate application from Mountain Valley Pipeline (MVP) for its “redesigned” Southgate Project – a natural gas pipeline extension that would run from southern Virginia into northwestern North Carolina.
Ten days after FERC approved an extension of the construction window for the original Pipeline, MVP announced that it had “redesigned” the Southgate Project, posing a new set of concerns for North Carolina communities.
“The changes Mountain Valley proposes are substantial and go to the heart of the Commission’s prior public interest analysis. Fairness and the National Environmental Policy Act require that the Commission affords our constituents a robust and transparent review process for this new project,” the letter reads.
“We believe that Mountain Valley’s redesigned Southgate Project goes beyond a set of modest changes to an existing certificate—it is a new pipeline, one with a different purpose and different environmental impacts, including an increased contribution to the climate crisis."
Manning Introduces Legislation to Increase Redistricting Transparency and Ensure Accountability
Congresswoman Manning and all members of the North Carolina Democratic Congressional delegation introduced the Redistricting Transparency and Accountability Act, legislation to enhance public input and increase transparency in the map-drawing process nationwide.
This bill will increase the public’s participation and awareness in the development of Congressional maps by requiring all redistricting entities to provide public access to their redistricting plans, hold public hearings in all regions of the state throughout the development process, and allow the public to respond to those proposed maps.

Manning Calls on Biden Administration to Improve Immigrant Work Authorizations, Address Workforce Shortages
Congresswoman Manning, Chair of the New Democrat Coalition's (NDC) Workforce Development Task Force, led a group of 32 Members of Congress in urging the Biden Administration to improve its process around work authorizations for asylum-seekers and humanitarian parolees.
The letter echoes the calls from 106 employers who wrote to the Biden Administration asking to expand visa usage.
“Immigration is a key solution to U.S. workforce shortages,” the letter reads.
“The U.S. economy is in a state of recovery, and we commend the Administration’s efforts to cool inflation and create new jobs. However, the cost-of-living and price of consumer goods remain high for working families. The increase in new jobs has also led to an increase in workforce shortages across key industries. Responsible stewardship of the economy must include immigration among other robust policies to complete our post-pandemic recovery.”

Manning Introduces Resolution Condemning Hamas Sexual Violence Against Women and Girls in Israel
Congresswoman Manning, Vice Ranking Member of the House Foreign Affairs Committee, led a bipartisan group of 149 Members of Congress in introducing a bipartisan resolution condemning the sexual violence committed by Hamas terrorists during the October 7th terrorist attack on Israel.
The resolution condemns all forms of sexual violence as weapons of war, and calls on all nations to hold the perpetrators accountable and unequivocally condemn the atrocities committed by Hamas.
Manning Speaks on the House Floor in Support of the Social Security 2100 Act
Over 157,000 retirees in North Carolina's Sixth District rely on Social Security as their primary source of income.
Congresswoman Manning is a proud cosponsor of the Social Security 2100 Act, legislation that would enhance Social Security benefits for the first time in 50 years and ensure the program continues to offer support for years to come.

Manning Denounces the So-Called "Pregnant Students' Rights Act"
This month, the House passed H.R. 6941, the Pregnant Students' Rights Act, an extreme Republican-led anti-abortion bill. During the Education and the Workforce Committee's consideration of H.R. 6914, Congresswoman Manning spoke in opposition to the legislation:
"It is deeply disappointing to me that rather than work on a serious bipartisan bill that would actually solve the problems pregnant students might face on campus, some of my colleagues would prefer to use this time to demonize those women who choose to have abortions," said Congresswoman Manning.

Congresswoman Manning introduced an amendment to the legislation that would require schools to provide students with accurate and comprehensive information about the reproductive health services available to them.
"I introduced an amendment to ensure that institutions of higher education can provide students with accurate information about sexual and reproductive health services including contraceptives, so women on campuses can make informed choices about their own bodies, pregnancies, and futures. It is astonishing to me that my Republican colleagues voted in favor of requiring colleges to provide students with information about giving birth while at college but voted against allowing colleges to provide students with information about contraception," said Congresswoman Manning.

Manning Offers Prayer at Bipartisan Vigil Marking 100 Days Since the Hamas Terrorist Attack on Israel
It has been over 100 days since Hamas's devastating and brutal attack on Israel. To mark this grave milestone, Congresswoman Manning offered a prayer at a bipartisan candlelight vigil and called for the release of the remaining hostages, including six Americans.
Manning Hosts Workforce Development Roundtable with UK Labour Officials
As the Chair of the New Democrat Coalition's Workforce Development Task Force, Congresswoman Manning hosted a roundtable discussion with United Kingdom Labour officials to share ideas for how the UK and US can prepare future workers for jobs in today's fast-paced, ever-changing global economy.
"I was glad to meet with UK Labour officials to learn more about how they’re preparing workers for future jobs and discuss my workforce priorities in Congress, particularly the need for advanced worker training, increased access to affordable child care and affordable housing, and reliable rural broadband connectivity,” said Congresswoman Manning.
