In accordance with W.S. 9-23-104, the Wyoming Department of Environmental Quality, Solid & Hazardous Waste Division, Landfill Remediation Program (LRP), hereby provides notice that it will initiate professional services consultant selection for the Guernsey Landfill Remediation Phase 2 Project, located in Platte County, Wyoming. The project will involve maintenance and environmental monitoring of the closed Guernsey Landfill and existing remedy, and may include work toward additional remedies, including site investigation, assessment of remedial options, remedy design, and construction oversight, if the existing remedy is determined to be inadequate based on monitoring. The LRP will send out a request for statements of interest on approximately February 27, 2024, to all firms on the LRP list of prequalified consultants. Only prequalified consultants will be allowed to submit statements of interest. Selection procedures will be in accordance with W.S. 9-23-101 through 9-23-107 and State Construction Rules.
Prequalification for professional engineering services is ongoing for this and other future LRP projects. LRP projects address contamination caused by landfills. In general, services for LRP projects involve investigation of sites, design of remedial alternatives, construction management, operation and maintenance, and monitoring. On-site personnel must have 40-hour HAZWOPER training with current 8-hour refresher course. Minimum insurance includes $1 million errors & omissions and $2 million general liability. To be considered for prequalification, a firm must submit a Statement of Qualifications (SOQ). The submittal package and instructions can be found at https://deq.wyoming.gov/shwd/landfill-remediation-program/ . SOQs can be submitted at any time for inclusion on the prequalified list but must be submitted by February 20, 2024, in order to be considered for the Guernsey Landfill Remediation Phase 2 Project.
