Dear John,
As an investor and partner with the John Locke Foundation and Carolina Journal, I wanted to inform you about an important legal battle we’re taking on at the start of this year. It is yet another example of the importance of our work in defending election integrity and promoting healthy public policy in North Carolina.
Recently, our organization, along with the Carolina Journal, became entangled in a legal battle initiated by left-leaning groups such as Democracy NC, the N.C. Black Alliance, and the League of Women Voters North Carolina. These groups have a history of trying to destroy conservative policies passed by the North Carolina General Assembly, and now they are suing ([link removed]) to halt the implementation of crucial components of Senate Bill 747 – Election Law Changes ([link removed]) .
Senate Bill 747, which passed ([link removed]) during the 2023 session, aims to establish clear guidelines for our electoral process. It sets Election Day as the deadline for absentee votes, addresses voting rights restoration for convicted felons, and prohibits private funding, like "Zuck Bucks," in the administration of elections. However, a specific provision related to same-day voter registration is central to this lawsuit.
Under this law, same-day registration voters must present a photo ID and proof of address. Their ballots are counted unless election officials determine their provided address is incorrect and a verification form comes back as "undeliverable." In such cases, their registration and ballot are removed from the final election canvass.

What does all of this have to do with the John Locke Foundation? Well, these liberal groups are targeting us because we have always provided unbiased research and advocacy for smart public policy. At 9:15 AM on the first workday of the New Year, we received a third-party subpoena related to this case, requesting information from Dr. Andy Jackson, Director of Locke's Civitas Center for Public Integrity, specifically about his article exposing a certain election policy loophole. The article, titled "How 1,760 'Ghosts' Voted in the 2020 Election ([link removed]) ," shed light on a critical issue regarding same-day voter registration.
Donna King, editor-in-chief of Carolina Journal, writes about our involvement here ([link removed]) . Our organization is uniquely positioned to contribute to the discourse on state policy, making us a target for those seeking to overturn this law, especially as we head into the 2024 election season.
Our work is under scrutiny because it serves as a crucial piece in the puzzle of state policy. They know our work has an outsized impact in a state full of left-leaning policy groups, and they view us as a threat.
