WATER SUPPLY AND WATER YIELD ANALYSIS
FOR
PROJECT WEST‐WEST SODA LLC, SWEETWATER COUNTY, WYOMING
JANUARY 2024
The State Engineer’s role in industrial development and siting is outlined under Wyoming
Statute (W.S. § 35-12-108). If an applicant for an industrial siting permit plans to construct a
facility which will use more than 800 acre-feet (260.7 million gallons) of water per year, the
applicant must submit a water supply and water yield analysis to the State Engineer. The
State Engineer will then review the analysis and “render a preliminary opinion as to the
quantity of water available for the proposed facility” (W.S. § 35-12-108(c)).
Pursuant to W.S. 35-12-108, the State Engineer’s Office published the preliminary opinion
once a week for three consecutive weeks in the Green River Star (i.e., December 14th , 21st ,
and 28th , 2023). Before rendering a final opinion as to the quantity of water available for
the proposed Project West – West Soda LLC, the State Engineer provided a 20-day period
after the last date of publication which ended on January 17, 2024, for the submission of
written comments. No comments were received.
