Creating a direct cash payment program to benefit Americans during the next recession
P4A researchers at The New School argue that the federal government should build on the successful recession-fighting programs of 2020–21 and start developing plans for the next recession now. Creating a program of automatic, cash-based stabilizing payments in advance will ready Congress to activate the program quickly and efficiently in the next crisis without requiring new legislative action. Their proposal recommends an antiracist design where payments are significant, consistent, reliable, and targeted to the Americans who need them most.
