Notice of Application for Certificate of Insufficient Jurisdiction
Pursuant to provisions of the Wyoming Industrial Development information and Siting Act and Siting Rules and Regulations, Notice is hereby given that Mountain Cement Company LLC has applied for a Certificate of Insufficient Jurisdiction for Project Phoenix (Project).? The Project is planned to modernize MCC?s cement production facility located at 5 Sand Creek Road, Laramie, Wyoming 82070. The Project is planned to replace the onsite limestone crusher, kiln, cooler, precalciner, raw mill and install a new vertical finish mill.? The estimated cost of construction is $255,468,938.?
Any interested party, who would be a party in any permit proceeding regarding the Project may file objections to the issuance of a Certificate of Insufficient Jurisdiction. See Wyoming Statute 35-12-111. Objections to the issuance of a Certificate of Insufficient Jurisdiction must be received by the Industrial Siting Division by Tuesday March 19, 2024. The Industrial Siting Council will consider the application for a Certificate of Insufficient Jurisdiction at the Council?s quarterly meeting on May 16, 2024. ?The meeting will be conducted virtually, via Google Meets, and can be accessed by the following link:
