Principles for Child Care Policy During the Coronavirus Outbreak

Dear Child Care Partners,

As the nation grapples with the coronavirus outbreak, more than ever it is clear that child care is an essential need for families across the country. To guide federal and state policymakers as they actively work to address this crisis, CLASP created these policy principles to support the child care and early education sector during this difficult time.

Our principles include:

  • The health and safety of children and families, early childhood educators, and the broader community are paramount.
  • Child care centers, family child care homes, and the early childhood workforce must be sustained through this crisis so they can survive economically, remain in business, and reopen eventually.
  • Children and families need health, nutrition, educational, and economic supports during this time.
  • We must support parents' and caregivers' economic security throughout the crisis.

We hope these principles will help inform your own response to the crisis. Thank you for everything you're doing to support child care providers, families, and children. Please stay safe during these challenging times.

Katherine Gallagher Robbins, Director of Child Care and Early Education
