Minnesota Home Energy Rebates Program Design and Application Support
The Minnesota Department of Commerce (?Department?) is creating an application for the US Department of Energy (?DOE?) Home Energy Rebate Programs. These programs will deliver rebates for single-family and multifamily residential home energy efficiency projects, electrification projects, and appliance installations. DOE envisions the Home Energy Rebates will help grow the equitable clean energy economy by scaling access to and demand for home energy upgrades for all.
This Request for Proposal (RFP) seeks strategic program design and application support. The selected vendor is expected to provide program design services, including stakeholder engagement and workforce planning, and present the Department with analysis and recommendations at key decision points throughout the planning process. It is also expected that the selected vendor will coordinate with the Department?s existing energy programs and initiatives, aligning multiple activities to ensure maximum benefit to Minnesotans in an equitable manner. The Department also seeks application support that incorporates elements of the program design.

Proposals must be submitted by no later than Monday, January 29 at 5:00 PM Central Time. Proposals must be submitted to [email protected]. Instructions for submitting proposals are detailed in the RFP. Late proposals will not be considered.
