Since the 1990s, a significant part of the reform debate on immigration has=
focused on whether the United States should change its legal immigration s=
ystem to=C2=A0accept more high-skilled immigrants.=C2=A0President Trump and=
his congressional allies have=C2=A0argued that the United States should ta=
ke cues from Canada=C2=A0and Australia=C2=A0and implement=C2=A0merit-based =
systems=C2=A0that=C2=A0focus=C2=A0on=C2=A0admitting almost exclusively high=
-skilled migrants=C2=A0using=C2=A0a points-based assessment.=C2=A0However,=
=C2=A0the ways that workers on temporary visas can, or cannot, transition t=
o permanent status=C2=A0rarely get discussed.=C2=A0When thinking about=C2=
=A0U.S. immigration reform,=C2=A0looking at other countries=E2=80=99 approa=
ches to establishing temporary-to-permanent pathways=C2=A0may=C2=A0give us =

Since the 1990s, a significant part of the reform debate on immigration has focused on whether the United States should change its legal immigration system to accept more high-skilled immigrants. President Trump and his congressional allies have argued that the United States should take cues from Canada and Australia and implement merit-based systems that focus on admitting almost exclusively high-skilled migrants using a points-based assessment. However, the ways that workers on temporary visas can, or cannot, transition to permanent status rarely get discussed. When thinking about U.S. immigration reform, looking at other countries’ approaches to establishing temporary-to-permanent pathways may give us insight into a path forward.
