You may now submit Certificates of Rent Paid (CRPs) electronically this year through the Minnesota Department of Revenue?s e-Services system.

Landlords are not required to use e-Services to create 2023 CRPs. However, landlords will be required to use e-Services to create 2024 CRPs.

Our e-Services system now accepts Social Security Numbers and Individual Taxpayer Identification Numbers (ITINs) when creating an individual account. If a rental property has a business e-Services account, clients should use that account.

Why the new requirement?

Beginning with tax year 2024, the Renter?s Property Tax Refund is moving to Form M1, Individual Income Tax. To verify renter?s credits, an Electronic Certificate Number (ECN) is assigned to each CRP by our system.

What account should I use to create CRPs on my client?s behalf?

If you have a business e-Services account, use that account. Multiple users can access a business account. The user who manages account access can add more users. For more information on account access, visit e-Services Access Types.

If your business does not have an e-Services account and needs to create CRPs for clients, call us to discuss creating an account at 651-556-3017 or 1-833-263-8663.

Note: Third-party access is not currently available for CRPs.

Can I use a fill-in PDF to create and print 2023 CRPs?

Yes, but to prepare for the upcoming requirement, we recommend using e-Services to create 2023 CRPs. You can then print and mail or email them to tenants.
