Last year, we formulated and shepherded to passage the FDA Modernization Act 2.0—the most important bill ever enacted to curtail animal testing. The measure eliminated an 84-year-old mandate for animal testing to screen new drugs, allowing the use of non-animal testing methods for screening drugs to determine if they work as promised and are safe for patients. With it, Congress passed the first major anti-animal-testing bill in more than a half century, and it did so with uncommon unanimity.

A year after the FDA Modernization Act 2.0 became law, however, it is apparent that the FDA is stonewalling. And while the biotech community and other scientists are calling the law a marker in a dramatic turn away from animal testing and toward human-based screening methods, the FDA is stuck in the 20th century.
