TDI extends the comment period for the PPO/EPO rule proposal
The Texas Department of Insurance (TDI) has extended the period to submit comments on proposed amendments to 28 TAC ??3.3038, 3.3702 - 3.3705, 3.3707 - 3.3711, 3.3720, 3,3722, 3.3723; new ?3.3712 and ?3.3713; and the proposed repeal of ?3.3725. An audio recording of the January 10, 2024 rule hearing will be available on the TDI website [ [link removed] ] within the next few days.
The proposed amendments, new sections, and repeal implement network adequacy requirements contained in House Bill 3359 [ [link removed] ] (88R) and out-of-network payment standards and balance billing protections from Senate Bill 2476 [ [link removed] ] (88R) and SB 1264 [ [link removed] ] (86R). The proposal also addresses consumer protections, disclosures, guaranteed renewability, and contracting requirements, including provisions implementing additional legislation from 2023: HB 711 [ [link removed] ], HB 1647 [ [link removed] ], HB 1696 [ [link removed] ], HB 2002 [ [link removed] ], and SB 1003 [ [link removed] ].
