A new Brennan Center analysis finds that at least 17 million voters were purged nationwide between 2016 and 2018. The data also reveals that jurisdictions with a history of racial discrimination purged voters at a median rate that was 40 percent higher than others. Before the Supreme Court’s 2013 ruling in Shelby County v. Holder, these jurisdictions would have had to submit proposed changes to the Justice Department or a federal court to ensure they did not discriminate against protected minority groups.
