Introduced by Council Member Leslie Rule and developed with the assistance of the NhRP, the Ojai City Council passed an ordinance expressly recognizing that elephants possess the right to liberty, prohibits any person from violating that right, and details the law’s enforcement process. By recognizing this right for elephants, Ojai is leading the way for other cities to do the same.
In 2024, the NhRP will be focusing more than ever on introducing and passing first-of-its-kind legislation, creating legal pathways to freedom for as many nonhuman animals as possible. This year, we also worked with New York City Council Member Shahana Hanif and Voters for Animal Rights to introduce the first bill in the US to ban elephant captivity, including in zoos. If passed, this bill will free elephants Happy and Patty from the Bronx Zoo and ensure no elephants suffers in New York City ever again.
I personally am so thankful for the courage of the elected officials who took these huge legal steps forward for nonhuman animals, and to all of our supporters for helping raise awareness within their communities and with their elected officials.
