In 2000, George W. Bush lost the popular vote for president by 543,000 — and he still won the White House.
In 2016, it happened again, when Donald Trump lost the popular vote by nearly 3 million votes and still became the president.
And now, with the 2024 election fast approaching, we could once again see the candidate who got the most votes lose.
The absurd Electoral College system has created a government by minority that is totally incompatible with democracy. The good news is that we have a plan to fix it: the National Popular Vote Interstate Compact — and it’s closer than ever to succeeding.
The National Popular Vote Interstate Compact is a bottom up, state-by-state strategy whereby states representing 270 electoral votes pass laws requiring that their electoral votes go to the winner of the national popular vote.1 Already, states comprising 205 electoral votes have gotten on board, and we need only a few more states to reach the magic number of 270 and make the National Popular Vote the law of the land.
If just a few more states join the compact during the upcoming state legislative sessions, we can end the undemocratic impact of the Electoral College.2
No more presidents losing the popular vote by millions, then going on to appoint Supreme Court justices for life who don’t reflect popular will.
No more unpopular presidents eking out a win with tens of thousands of votes in swing states.
No more presidential campaigns completely ignoring 80% of Americans.3
Let’s be 100% clear: Demand Progress Action is a nonpartisan group, and we don’t endorse or oppose any candidate. We believe in democracy and majority rule — and the National Popular Vote Compact is a simple, achievable fix to get it done.
