New solicitations
DES replacing contract for doors, frames, hardware
DES is starting solicitation 29723 for doors, frames, and hardware to succeed statewide contract 05416, which expires Nov. 30, 2024.
This contract is for the purchase of doors (currently vacated), frames, door hardware, locks, and replacement parts. Contractors may also offer installation, consulting, training, and locksmith/repairs.

DES replacing bulk produce contract for federally funded entities
DES is starting solicitation 29823 for fresh fruit and vegetables. It will replace statewide contract 02619, which expires on Jan. 31, 2025.
This solicitation is for bulk produce and will include federal funding language, allowing schools to use the contract.
We are looking for purchasers and subject-matter experts to help us develop this contract. If you are interested, join our kickoff meeting on Jan. 10, 2024, at 1 p.m. Attendees will learn more about the solicitation process, time commitment and responsibilities.

DES replacing forklift contract
DES is starting solicitation 28523 for forklifts. It will replace statewide contract 06115, which expires Oct. 31, 2024.
This solicitation includes options, parts and accessories, repair manuals, preventative maintenance agreements and extended warranties.

New statewide contracts
New contract provides spoken language interpreter services
DES has a new statewide contract 18222 for spoken language interpreter services:
- In Person Interpreting (IPI)
- Over the Phone Interpreting (OPI)
- Video Remote Interpreting (VRI) (Non-CBA).
This contract succeeds:

Contract 02819, which expires March 3, 2024
- Category 2 (Non-Collective Bargaining Agreement Work) of contract 03514, which expired June 6, 2023
The new contract includes Washington state small businesses:
- Anglo Language
- JRivera Associates, Inc.
- Northwest Interpreters, Inc. dba NWI Global

Contract changes
Traffic paint contract expiring, purchasing gap expected
Contract 02817 for waterborne traffic marking paint will expire Feb. 29, 2024. We expect a gap in contract coverage and encourage purchasers to place orders before the expiration date.
We are working on replacement contract 23423 and expect to award the new contract in Spring 2024.

DES extended contract 01219 for elevator inspection, maintenance and repairs until Jan. 1, 2025.

DES extends public safety video systems contract
DES will extend contract 06316 for public safety video systems until April 30, 2024. This is a NASPO ValuePoint contract.

Prices increasing on uniform contract
DES posted updated pricing on contract 01420 for custom uniforms due to an increase in the cost of goods. The increases are:
- Uniforms: 3.17 %
- Alterations: 0.61%

Antidiscrimination language required in all state contracts
In 2023, the Legislature passed Senate Bill 5186 that requires antidiscrimination clauses in public contracts starting Jan. 1, 2024. We developed a nondiscrimination clause that agencies can insert into public works and goods and services contracts.
The law does not apply to contracts signed before Jan. 1, 2024.
