I hope you're having a joyous holiday season. It was my pleasure to represent you in 2023. I love meeting my constituents and working for the people of North Carolina's Sixth District. 

I look forward to serving you in 2024 and I'm wishing you all a joyful new year!

2023 by the Numbers

In 2023, Congresswoman Manning introduced and co-sponsored 198 bills, secured $128 million in federal funding for NC-06, and returned over $5.1 million owed to constituents through casework.

Congresswoman Manning's Washington, DC office provided staff-led Capitol tours for 461 constituents and answered thousands of constituent phone calls.


Time Well Spent in NC-06

In 2023, Congresswoman Manning hosted constituent meetings, attended community events, and toured businesses all across the Sixth District.

Touring NC-06's Agriculture Industry

In 2023, Congresswoman Manning visited farms, community and urban gardens, and food banks in every corner of the Sixth District, including Mourning Dove Farms in Mebane and Yarbrough Farm in Prospect Hill.

In preperation for the Farm Bill, a legislative package Congress passes to supports the nation's agricultural industry and nutritional needs, Congresswoman Manning met with farmers and community leaders to discuss their Farm Bill priorities. 

Addressing Community Safety

Congresswoman Manning hosted community safety and gun violence prevention roundtables in High Point and Greensboro to hear from law enforcement and community members about their safety needs. Congresswoman Manning also attended National Night Out events and sat down with the Greensboro Police Department’s Community Safety Division, local elected officials, and community organizers to learn more about Peace on Purpose, a comprehensive violence prevention program.

Supporting NC-06 Veterans

Congresswoman Manning met with several veterans groups and organizations in 2023, including local Disabled American Veterans (DAV) chapters, veterans from Pleasant Garden, and veterans that reside at Well Spring Retirement Community

Bolstering Workforce Development Initiatives
Congresswoman Manning is the Chair of the New Democrat Coalition's Workforce Development Task Force. This year, she hosted a workforce development roundtable at Guilford Technical Community College's (GTCC) Center for Advanced Manufacturing. Congresswoman Manning proudly secured $1.7 million in federal funding for GTCC to implement a truck driver training program.

Improving Affordable Housing Options
Congresswoman Manning is committed to improving and expanding affordable housing initiatives in North Carolina's Sixth District. She met with the Center of Hope Family Shelter in High Point to discuss their work providing families with emergency housing and she toured housing sites and met with housing authority leaders from every corner of the Sixth District. 
In 2023, Congresswoman Manning secured $3 million in federal funding for a shelter and day center in High Point. Additionally, she delivered $5 million in federal funding to the City of Winston-Salem to implement the Cleveland Avenue Homes Choice Neighborhood Project, known as the Newside Neighborhood.
Note: Congresswoman Manning advocated for this funding in the 117th Congress when this area of Winston-Salem was included in the Sixth District.

Supporting Small Businesses
Congresswoman Manning is a strong advocate for small businessowners.

During Black Business Month, Congresswoman Manning toured Core Technology Molding Corporation in Greensboro – a certified Minority Business Enterprise – and met with the company’s President and CEO, Geoff Foster, and Vice President, Tonya Foster. Congresswoman Manning was excited to learn more about their work and discuss her support for local minority-owned businesses in Congress.

Federal Funding to NC-06

In 2023, Congresswoman Manning brought home over $128 MILLION in federal funding to North Carolina's Sixth District. 

These federal dollars are working to make infrastructure upgrades, improve community safety, support health care centers, and more in Sixth District communities. This included: 

  • $1.89 million to Rockingham County Schools for Head Start, an early education program;

  • $1.2 million to the City of High Point to upgrade their transit system through the Bipartisan Infrastructure Law, which Congresswoman Manning helped to pass;

  • $500,000 for a passenger railway connecting Winston-Salem to Raleigh with intermediate stops across the state;

  • $400,000 to Youth Focus, Inc., an organization in Guilford County that helps vulnerable youth by providing supportive housing solutions and counseling services; 

  • $75,000 to the Pleasant Garden Fire Department to purchase a utility task vehicle (UTV) and equipment to help the department respond to calls that require them to enter woodlands and other rough terrain. See photos of the UTV here.

Steelhouse Center for Urban Manufacturing and Innovation

In 2023, Congresswoman Manning secured $25.56 million in federal funding for 15 community projects in the Sixth District. 

This included funding for the Nussbaum Center for Entrepreneurship's project to transform the historic Carolina Steelhouse into a center for urban manufacturing and innovation.

Second Harvest Foodbank of Northwest North Carolina
The Second Harvest Foodbank of Northwest NC serves families living in 18 counties in North Carolina by providing access to healthy food and training food-industry workers. Congresswoman Manning secured $1 million in federal funding for Second Harvest to prepare local workers to meet food distribution needs and support their expansion.

North Carolina A&T State University
North Carolina A&T State University recieved millions in federal funding through legislation Congresswoman Manning helped to pass and grants from federal agencies. 
This included $18.1 million from the United States Department of Agriculture (USDA) for A&T to lead their new workforce development initiative and $1.4 million from the Department of Health and Human Services (HHS) for human genome research projects.

Serving the Constituents of NC-06

Constituent Casework

In the past year, Congresswoman Manning and her constituent services team:

  • Resolved over 1,700 cases for constituents,
  • Returned over $5.1 million to constituents through casework,
  • Attended 90 veterans outreach events, and
  • Hosted 50 pop-up constituent services events in High Point and Kernersville. 

This year, Congresswoman Manning's constituent services team was called upon to assist constituents in a variety of ways, including providing assistance to Americans in other countries caught in international conflicts. Her constituent services team was proud to quickly help resettle Ukrainians who were displaced by the Russian war and sought asylum in the United States. 

Veterans Casework Highlight

Congresswoman Manning's team helped returned over $176,000 in benefits from the VA to NC-06 veterans. Her office also helps track down military records and replace lost medals for veterans, along with many other services.

Mr. Roberts, a veteran in North Carolina's Sixth District, was waiting for parts from the VA to fix his mobility scooter. After contacting Congresswoman Manning's office, her constituent services liaison who handles veterans' casework, Mr. Bauer, helped obtain a replacement scooter for Mr. Roberts in less than a week.

In addition to casework, Congresswoman Manning and her team also host events and information sessions for students in the Sixth District, including students participating in the Congressional Art Competition and students who are interested in obtaining a nomination from Congresswoman Manning to the United States Military Service Academies.  

2023 Congressional Art Competition

Congresswoman Manning hosted her 3rd Annual Sixth District Congressional Art Competition, where local high school students from Guilford, Forsyth, Rockingham, and Caswell Counties submitted artwork to be judged by a panel of local artists.

Legislative Highlights

Congresswoman Manning introduced and co-sponsored 198 bills in 2023. 

Congresswoman Manning worked hard to lower the cost of health care, bolster American manufacturing, protect reproductive freedoms, and address a variety of issues that impact the hardworking people of North Carolina's Sixth District. 

Check out some highlights from her work in Washington, D.C., in 2023 below. 

Protecting Reproductive Freedoms

Congresswoman Manning, Policy Co-Chair of the Democratic Women's Caucus, is an ardent supporter of women's reproductive freedoms and health care. She's continued to advocate for abortion rights, the right to contraception, and access to comprehensive reproductive and maternal health care.

This year, she reintroduced the Right to Contraception Act, her legislation to codify the right for Americans to access all forms of FDA-approved birth control.

In addition, Congresswoman Manning reintroduced her Advancing Maternal Health Equity Act, legislation to expand access to vital health services during and after pregnancy for people with Medicaid coverage. 

Leading Bipartisan Immigration Reform

In 2023, Congresswoman Manning introduced the Dignity Act, the first bipartisan immigration reform bill to be introduced in 10 years. The Dignity Act includes provisions to create more pathways to legal immigration, improve border security, and bolster our economy.

Bolstering Semiconductor Chip Manufacturing 
In the 117th Congress, Congresswoman Manning helped pass the CHIPs and Science Act, legislation to bolster domestic manufacturing of semiconductor chips. This year, she saw the benefits of the law in North Carolina's Sixth District.

Congresswoman Manning toured IQE, a semiconductor manufacturing facility located in Greensboro. 
 
This year, Congresswoman Manning also celebrated a federal grant to the Sixth District authorized through the CHIPs and Science Act. North Carolina A&T State University was awarded $39.4 million in federal funding to partner with North Carolina State University, Wolfspeed, and other manufacturing industry leaders to develop a regional semiconductor manufacturing hub. Improving Youth Mental Health 
Congresswoman Manning reintroduced her Improving Mental Health and Wellness in Schools Act, legislation to integrate mental health education and resources into existing school wellness policies.


She hosted a roundtable with local mental health professionals and educators to discuss her bill and other work Congress can do to improve youth mental health.

Delivering Benefits to NC-06 Veterans with the PACT Act
Congresswoman Manning helped to pass the PACT Act, legislation that delivers benefits and health care to veterans who were exposed to toxins during their time of service.

Congresswoman Manning is pleased to share that the VA has received 2,960 PACT Act benefit claims from veterans in NC-06 since President Biden signed the PACT Act into law1

Lowering Health Care Costs with the Inflation Reduction Act

Congresswoman Manning welcomed Health and Human Services (HHS) Secretary Xavier Becerra and Governor Roy Cooper to the Sixth District for a roundtable discussion at Triad Adult and Pediatric Medicine about the impacts of the Inflation Reduction Act (IRA) in North Carolina and the importance of Federally Qualified Health Centers.

The Inflation Reduction Act capped the cost of insulin at $35/month for seniors on Medicare. Seniors on Medicare in the Sixth District were previously paying an average of $1,796 a year and are now paying an average of $420 a year for insulin costs.2

Following the passage of the Inflation Reduction Act, three major insulin producers - Eli Lily, Novo Nordisk, and Sanofi - have capped the cost of insulin for all consumers at $35/month.

The IRA also lowered health insurance premiums for low-and middle-income Americans by extending enhanced premium tax credits for the Affordable Care Act exchange plans. In North Carolina's Sixth District, an estimated 54,000 people enrolled in an ACA plan, and as a result of the IRA, the average enrollee saved $770 in premiums this year.3

Serving on the House Foreign Affairs Committee

Congresswoman Manning is the Vice Ranking Member of the House Foreign Affairs Committee, and she serves on the Middle East, North Africa, and Central Asia (MENA) Subcommittee and the Global Health, Global Human Rights, and International Organizations Subcommittee.

She has used her position to advocate for protecting democracies around the globe and supporting our nation's democratic allies, Ukraine and Israel.

In 2023, the House Foreign Affairs Committe passed her bipartisan Securing Global Telecommunications Act, a bill that promotes secure technology to counter Chinese and Russian attempts to gain control over critical telecoms infrastructure and strengthens the United States’ leadership in communications technology.

Leading the House Bipartisan Task Force for Combating Antisemitism

Congresswoman Manning serves as the Co-Chair of the House Bipartisan Task Force for Combating Antisemitism. The Task Force is comprised of over 100 Members of Congress from both parties.

As Task Force co-chair, Congresswoman Manning has hosted numerous roundtables and meetings, including meetings with the FBI and DHS, international envoys for combating antisemitism, UK Members of Parliment, top Biden Administration officials, including officials from the Department of Education's Office of Civil Rights.
