Congressman Adriano Espaillat Leads U.S. Delegation to the Dominican Republic to Address Climate Resiliency

SANTO DOMINGO, DR― This week, Congressman Adriano Espaillat (NY-13) led a delegation from the United States to the Dominican Republic to address climate resiliency in the face of climate change throughout the region.

Congressman Adriano Espaillat (NY-13) and the Minister of the Presidency of the Dominican Republic, Joel Santos Echavarría held a press conference at the National Palace, where Espaillat announced the endowment to the Dominican Republic of two fully equipped fire trucks and two garbage collection trucks obtained in collaboration with the New York City Mayor's Office and the Dominican Consulate in New York.

To address issues of public infrastructure and transportation vulnerability amid climate change and the subsequent impact during high rainy seasons that cause flooding, the delegation—consisting of New York federal, state, and city elected officials— met with the independent commission of experts, chaired by geologist Osiris de León, which was created by Dominican Republic President Luis Abinader, to supervise the country's large infrastructure works (tunnels, highways, bridges), following the collapse of several walls of the overpass on Máximo Gómez and 27 de Febrero avenues due to rain, which occurred in November and led to the death of nine people.

The meeting was also attended by, among other public officials, the Minister of Public Works, Deligne Ascención Burgos, and Ángel Vázquez, representing New York State Governor Kathy Hochul.

“After evaluating the ways in which we could help the Dominican Republic in the face of the challenges caused by climate change,” said Congressman Adriano Espaillat, “the commission agreed to present a proposal that could be signed between the Governor of New York, Kathy Hochul and the Dominican Republic, to address the collaboration of professional, financial, and technology resources to assist with natural disasters and help mitigate their impact on the country.”

Espaillat presented his legislative efforts on climate matters and shared his insights from two United Nations conferences on Climate Change, COP26 held in Glasgow and COP27 held in Egypt, in which he participated as a member of the delegation from the United States.

“We must all unite in one voice to combat climate change and we are willing to support the Dominican Republic in its efforts to mitigate damage and increase its resilience in the face of the intensification of atmospheric phenomena that have already caused damage to the country’s infrastructure and unfortunate tragedies,” said Espaillat.

Additional members of the Espaillat led delegation include: New York State Assembly members Manny De Los Santos, George Álvarez and Yudelka Tapia; New York City Council members Karines Reyes, Oswald Feliz and Marjorie Velázquez, as well as Dr. Ramona Hernández, director of the Institute of Dominican Studies at CUNY, and Dr. Rafael Lantigua, associate director of the Taub Institute for Medical Research at Columbia University.

On Monday, the delegation met with the president of the Dominican Republic, the Honorable Luis Abinader, at the National Palace.

As part of the delegation’s visit, Dr. Ramona Hernández presented to the Dominican Senate and the House of Representatives, as well as to public and private universities in the country, the map of the Dominican Historic District proposed for Washington Heights, which represents a significant Dominican constituency in New York. The 73 notable locations within the proposed Dominican Historic District include schools, businesses, streets and churches with Dominican origins and history. Upper Manhattan venues like the Quisqueya Playground, Audubon Ballroom, Club Deportivo Dominicano, and more are marked among historic Dominican sites.

“This delegation trip is an opportunity to help further strengthen relations between the United States and the Dominican Republic by addressing issues and challenges facing the Dominican community related to economic development, health, immigration, education, security, business and the economy,” Espaillat said.

SANTO DOMINGO, DR – El congresista Adriano Espaillat (NY-13) está de visita en la República Dominicana encabezando una delegación de los Estados Unidos que busca, entre otros temas, apoyar al país caribeño en sus esfuerzos por aumentar su resiliencia frente al cambio climático.

Hoy, lunes 18 de diciembre de 2023, a las 7:00 p.m., el congresista Adriano Espaillat (NY-13) y el ministro de la Presidencia de la República Dominicana, Joel Santos Echavarría encabezarán una Conferencia de Prensa en la Escalinata del Atrio Central del Palacio Nacional, en la Espaillat anunciará la donación a la República Dominicana de dos camiones de bomberos totalmente equipados y dos camiones de recogida de basura, obtenidos con la colaboración de la Alcaldía de la ciudad de Nueva York y el Consulado Dominicano en Nueva York. Los cuatro camiones serán recibidos por el ministro de la Presidencia, Joel Santos Echavarría.

Para tratar los temas sobre la vulnerabilidad de las infraestructuras públicas y el transporte frente al cambio climático, y el impacto que tienen durante las altas temporadas de lluvia que provocan inundaciones, la delegación ―integrada por oficiales electos de los tres niveles del gobierno de los Estados Unidos― se reunió con la comisión independiente de expertos, presidida por el geólogo Osiris de León, creada por el presidente Luis Abinader para supervisar las grandes obras de infraestructura del país (túneles, autopistas, puentes, elevados), a raíz del desplome a causa de las lluvias de varias muros del paso a desnivel en las avenidas Máximo Gómez y 27 de Febrero, ocurrido en noviembre, que causó la muerte de nueve personas.

En la reunión además participaron, entre otros funcionarios públicos, el ministro de Obras Públicas, Deligne Ascención Burgos, y Ángel Vázquez, en representación de la gobernadora de Nueva York, Kathy Hochul.

“Luego de evaluar las maneras en que podríamos ayudar a la República Dominicana de cara a los retos provocados por el cambio climático”, dijo el congresista Adriano Espaillat, “la comisión acordó presentar un acuerdo que se podría firmar entre la gobernadora del estado de Nueva York, Kathy Hochul y la República Dominicana, para ver cómo canalizamos ayuda técnica profesional y potencialmente buscar e identificar ayuda financiera y de tecnología para asistir con los desastres naturales y ayudar a mitigar su impacto en el país”.

Espaillat llevó a la reunión tanto su trabajo legislativo en materia climática como su experiencia en las dos conferencias de las Naciones Unidas sobre el Cambio Climático, la COP26 celebrada en Glasgow y la COP27 celebrada en Egipto, en las que participó como miembro de la delegación de Estados Unidos.

“Todos debemos unirnos en una sola voz para combatir el cambio climático y estamos dispuesto a apoyar a la República Dominicana en sus esfuerzos de mitigación de daños y de aumento de su resiliencia ante la intensificación de los fenómenos atmosféricos que ya han causado daños en la infraestructura del país y tragedias lamentables”, expresó Espaillat.

Además del congresista Espaillat, la delegación está integrada por los asambleístas del estado de Nueva York Manny De Los Santos, George Álvarez y Yudelka Tapia; los concejales de la ciudad de Nueva York Karines Reyes, Oswald Feliz y Marjorie Velázquez, así como la Dra. Ramona Hernández, directora del Instituto de Estudios Dominicanos de CUNY, y el Dr. Rafael Lantigua, director adjunto del Instituto Taub de Investigaciones Médicas de la Universidad Columbia.

Hoy lunes, la delegación sostendrá una reunión con el presidente de la República Dominicana, Luis Abinader, en el Palacio Nacional.

Como parte de la delegación, la Dra. Ramona Hernández, directora del Instituto de Estudios Dominicanos de CUNY, estará presentando al Senado y la Cámara de Diputados, así como a universidades públicas y privadas del país, el mapa del Distrito Histórico Dominicano propuesto para Washington Heights, hogar de gran parte de la comunidad dominicana en Nueva York.

Los 73 lugares destacados dentro del propuesto Distrito Histórico Dominicano incluyen escuelas, negocios, calles e iglesias con orígenes e historia dominicana. Lugares del Alto Manhattan como Quisqueya Playground, Audubon Ballroom, Club Deportivo Dominicano y más están marcados entre los sitios dominicanos.

“Este viaje de delegación es una oportunidad para ayudar a fortalecer aún más las relaciones entre los Estados Unidos y la República Dominicana al abordar los problemas y desafíos que enfrenta la comunidad dominicana relacionados con el desarrollo económico, la salud, la inmigración, la educación, la seguridad, los negocios y la economía”, dijo Espaillat.
