Notice title: Notice of Scoping Decision Availability Notice description: The Minnesota Department of Commerce has issued the scoping decision for the environmental assessment that will be prepared for the proposed Minnesota Power HVDC Modernization Project in Saint Louis County, Minnesota. Project description: To modernize the Minnesota terminal of the existing Square Butte high voltage direct current (HVDC) line that runs from North Dakota to Northeast Minnesota, a new terminal, new substation, and three high voltage transmission lines, each less than one mile, are proposed on a new site near the existing Arrowhead Substation in St. Louis County, Minnesota.

Project description: The South St. Louis Soil and Water Conservation District and the City of Duluth propose to restore ecosystem function along 3,500 feet of Buckingham Creek and its tributary in Enger Park Golf Course in Duluth, MN. Natural stream and floodplain processes that maintain water quality, fish passage, and diverse habitat are largely absent from Buckingham Creek and Tributary 2 where they flow through the golf course. The goal of the proposed project is to maximize the ecosystem and recreational services that Buckingham Creek provides to the community by reducing stressors to the coldwater fish assemblage and improving the stream's climate change resilience. The proposed project will achieve this goal by restoring the dimension, pattern, and profile of the stream to a more natural state, improving stream flow, water temperatures, fish passage, and habitat. Construction will occur in the summer of 2024.

Project description: The project would replace existing natural gas burners with dual-fuel burners and install associated facilities to allow ULSD fuel oil combustion during periods of natural gas curtailment. The project is expected to protect GRE customers from extremely high energy prices. The project is located within GRE's existing Cambridge Station at 2438 349th Avenue NE; Cambridge, MN.

Fish kill reports
Minnesota Duty Officer reports pertaining to fish kills are summarized in the following table, in accordance with 103G.216, REPORTING FISH KILLS IN PUBLIC WATERS, Subd. 2 Reporting Requirement. These reports were received via the Minnesota Duty Officer prior to the submission deadline for this edition of the EQB Monitor. They represent the raw data/information provided by callers. For more information regarding fish kills in Minnesota see the Department of Natural Resources. Call the Minnesota Duty Officer at 651‐649‐5451 or 800‐422‐0798 to report fish kills.
