Recommendations Regarding the Use of the 2020 Post-Enumeration Survey Coverage Results in the Vintage 2023 Population Estimates

Each year, the U.S. Census Bureau’s population estimates are used to allocate federal funding, as controls to improve the data from demographic surveys, as denominators to calculate vital rates and other key statistical indicators, and for many other uses. Because the population estimates play such a critical role in the nation’s statistical system, we continuously strive to improve the methods we use to produce them.
Census Bureau experts have been examining whether to use Post-Enumeration Survey (PES) results – estimates of undercounts and overcounts in the census – to improve the annual population estimates.

Join us today at 2 p.m. ET for a webinar on the methodology of the Vintage 2023 Population Estimates. On Dec. 19, the Census Bureau will release the first July 1, 2023, population estimates for the nation, states, the District of Columbia and Puerto Rico, as well as corresponding annual estimates and components of change since the 2020 Census.
Beginning with the Vintage 2021 estimates series, the Census Bureau has produced the base population (or starting point) for the post-2020 population estimates by integrating several sources of data, rather than relying strictly on the results of the latest decennial census. Although this “blended base” was adopted in response to data availability issues stemming from the impact of COVID-19 on 2020 Census operations and other complicating factors, it has also introduced the potential for further methodological improvements.
