The *Minnesota Department of Commerce *seeks to work with and facilitate connections with local and Tribal governments, utilities, businesses, communities and other entities interested in energy-related partnerships. The opportunities outlined below are funded by the Infrastructure Investments and Jobs Act (IIJA), the Inflation Reduction Act (IRA) and other state and federal programs.

DOE Office of Cybersecurity, Energy Security, and Emergency Response (CESER) has issued a FOA with $70 million in funding for investments in advanced cybersecurity technologies to improve the ability of eligible utilities to protect against, detect, respond to, mitigate, or recover from a cybersecurity threat. Cost-share is 0-5%, depending on Topic Area. Eligible projects for funding will focus on: 1) Deploying advanced cybersecurity technologies for electric utility systems; and 2) Increasing the participation of eligible entities in cybersecurity threat information sharing programs.

The DOE expects, in general, that entities eligible for this funding opportunity will have limited cybersecurity resources, and limited experience and staffing resources to pursue federal funding opportunities. ?To make this FOA more accessible, the information is divided into two documents:

DOE Office of Manufacturing and Energy Supply Chains (MESC) has issued a FOA with $3.5 billion in funding for investments within the electric vehicle battery supply chain to increase domestic battery manufacturing, create good-paying clean energy jobs; the funding scope includes demonstration and commercial facilities for battery-grade precursor materials, battery components, and cell manufacturing and recycling. Cost-share is 50% for demonstration and commercial application projects. Awards are anticipated to be between $50-300 million each.

Priority areas for funding include lithium-based technologies, next-generation technologies, and battery chemistries, with the following focus areas:

1. Precursor production and manufacturing for specialized, non-light duty market;

2. Projects which attract further investment into topic areas solicited in the program?s first phase, such as projects:

- Increasing separation of battery-grade critical materials;

- Expanding production facilities for cathode and anode materials production, or

- Expanding battery component manufacturing facilities.

The EPA issued a Notice of Funding Opportunity (NOFO) with $2 billion in funding for community-driven projects which address climate challenges, reducing pollution and strengthening communities.? Projects to be funded will enable disadvantaged communities to overcome longstanding environmental challenges and implement meaningful solutions. EPA will also dedicate $200 million in funding to technical assistance to awardees under this program. ?Applications will be considered under the following tracks:

*Track I: Community-Driven Investments for Change* - focused on multi-faceted applications with Climate Action and Pollution Reduction Strategies to meaningfully improve the environmental, climate, and resilience conditions affecting disadvantaged communities. Approximately 150 grants to be awarded ranging from $10-20 million each. Track 1 applicants who score well on the written application will be invited to participate in an oral presentation to share information about the community-oriented nature of their projects and how they will successfully implement the grant.

*Track II: Meaningful Engagement for Equitable Governance* ? projects to facilitate the engagement of disadvantaged communities in governmental processes to advance environmental and climate justice. Approximately 20 grants will be awarded, ranging from $1-3 million each. The Track II application process does not involve an oral presentation.

DOE Office of Manufacturing and Energy Supply Chains (MESC) has issued a FOA with $3.5 billion in funding for projects which build on the knowledge and experience gained from past carbon sequestration, carbon capture, storage and use projects and initiatives.? Projects should address the challenges and opportunities of multiple Carbon Capture and Storage and storage-based Carbon Management projects developed within a single geologic basin. Awards are anticipated to be between $50-300 million each.

Specifically, the funding will provide technical, informational, and educational assistance to stakeholders involved in DOE and private sector-based carbon transport and storage projects located throughout the country, as well as to communities impacted by these projects. Selected projects will utilize multidisciplinary partnerships to address the challenges within a specific geologic basin region; specifically encouraged are applications focusing on technical assistance in basins where CO2 storage occurs exclusively or primarily in saline reservoirs without hydrocarbon production.? Funded projects may also be supportive of ongoing activities under the DOE CarbonSAFE Initiative or under existing funding from IIJA sections dealing with Carbon-related activities and projects. Applicants are encouraged to consider how the projects they propose for this FOA could complement or directly support projects that have been, or are expected to be, awarded under these other funding opportunities.

The FOA to eventually be developed will seek to 1) Develop a pipeline of underrepresented students into the carbon management workforce; 2) Broaden the network of higher-education institutions with curricula focused on carbon management; and 3) Generate learning materials for other universities, the public, and FECM on how carbon management can be enhanced by incorporating the perspectives of different cultures and communities. * The 30-day public comment period will begin upon publication in the Federal Register on December 4, 2023. Interested persons are encouraged to submit comments using the Federal eRulemaking Portal at regulations.gov [ [link removed] ].

The DOE has released a notice of proposed guidance and a request for public comment on its proposed interpretation of the statutory definition of ?foreign entity of concern? (FEOC) in the Bipartisan Infrastructure Law (BIL), which is designed to limit the participation of FEOCs within domestic battery supply chains. ?This DOE proposed interpretative guidance relates to the BIL 40207 Battery Materials Processing and Battery Manufacturing and Recycling Grants and is also relevant to section 30D tax credits offered by the Treasury Department and the IRS; statutory FEOC restrictions begin in January of 2024 on section 30D Clean Vehicle Credit, under IRA.?

The DOE has announced the launch of Re-X Before Recycling Prize, a three-phase prize that will award a total of $4.5 million in cash prizes and $1.1 million in national laboratory analysis consultation and technical assistance. The innovations developed through this prize will reduce life cycle energy and emissions, strengthen circular supply chains for emerging clean energy technologies, and decrease the demand for virgin materials. Innovations that enable new or expanded Re-X supply chains can also engage communities and labor, advance diversity, equity, inclusion, and accessibility (DEIA), and support the implementation of the White House Justice40 initiative. ?The competition?s three phases are:?

*Phase One: Identify!*??Identification of an innovation that, if implemented in a new or expanded Re-X supply chain, would deliver substantial environmental, economic, and community benefits. Applicant teams will develop a plan to advance the innovation towards supply chain implementation.?

*Phase Two: Prepare!?*? Teams from phase 1 and new applicants refine their development plan and activate a network of partners and mentors to help advance their proposed innovation. ?

*Phase Three: Develop!*?? In the final phase of this prize, selected winners from phase two will make progress executing their plans by furthering their network development and community engagement., Phase three winners will present a compelling plan for implementing their innovation into the Re-X supply change and to continue their project beyond the prize period.?

The U.S. Department of Energy (DOE) and the U.S. National Science Foundation (NSF) announced the second round of the Geothermal INTERN opportunity [ [link removed] ]. This NSF-DOE collaboration supports 10 to 20 research internships per year to work on projects that advance geothermal technologies. With their principal investigators, students selected for this opportunity can create their own internship that applies their academic interests with a host organization in the geothermal industry.

Technical Assistance

The EPA Climate Resilient Schools program will help school districts get their buildings ready for all the impacts of climate change. EPA and a contractor will provide technical assistance for up to 4 school districts to help them plan school upgrades to make district buildings more resilient to climate change ? for example, flooding, hurricanes, and extreme heat.

This technical assistance is intended to bring together public health and environmental quality experts, school facilities and district personnel, emergency response agencies, academic partners, and community-based organizations to analyze gaps in school building assessments and infrastructure.?The results of the analysis and technical assistance workshops will enable targeting of infrastructure upgrades, with a focus on advancing health equity, that also support more climate-resilient school buildings.?

A two-page letter of interest from a school district or state, Tribal or county/local governments must be submitted by January 19, 2024. EPA expects to select up to 4 recipients in February 2024 and provide all technical assistance within approximately one year. This is not a grant; EPA will hire and manage the contract and along with a contractor will provide technical assistance and guidance for planning school renovations and retrofits.

* *Air to Water Heat Pumps (AWHP): A Cold Climate Solution for High Efficiency Cooling, Space Heating, and Water Heating *

The Center for Energy and Environment will share research results to fill knowledge gaps and provide context to AWHP systems for Minnesota consumers. System configurations for serving heating, cooling, and hot water loads in cold climate single-family homes will be clarified based on recent market research. The strengths and weaknesses of commercially available AWHPs will be uncovered further by examining detailed field monitoring results of four AWHP retrofits in Minnesota. These field results provide real-world data on the cost-effectiveness and energy saving capabilities of AWHPs in cold climates.

This DOE Solar Energy Technologies Office on-site workshop will be held July 14 ? 19, 2024 at the National Renewable Energy Laboratory in Golden Colorado. HOPE is aimed at doctoral students pursuing PV-related research in the U.S. along with participation from faculty members overseeing each student?s dissertation. The workshop is for those who would like to learn more about fabrication, measurement, and study of photovoltaic materials and devices, while connecting with NREL?s staff and other students and faculty in this research space. Participants will learn about PV technology in a hands-on, small-group research setting and will:

* Learn in-lab measurement methods;
* Experience the full process of solar cell fabrication;
* Explore in-lab metrology and characterization methods;
* Fabricate a mini-module and learn about fielded PV experiments;
* Gain understanding of the PV industry and global dynamics affecting the field;

On November 14, 2023, the Fifth National Climate Assessment was released. This document is the US Government?s preeminent report on climate change impacts, risks, and responses. It is a congressionally mandated interagency effort that provides the scientific foundation to support informed decision-making across the United States.

The Funding Navigator provides a listing of funding opportunities under the Inflation Reduction Act (IRA), Bipartisan Infrastructure Law (BIL), and others across federal agencies to support efforts to enhance climate resiliency, energy efficiency, renewable energy integration, healthy housing, workforce development and environmental justice in HUD supported communities, programs and properties. Find open and upcoming opportunities, including funding status and where to apply, for funds to implement projects that reduce energy use and strengthen resiliency in communities. In the Navigator, some grants are separated into levels. This helps identify how to apply in situations where original grantees (Level 1 grantees) are tasked with making subgrants to others (Levels 2 and 3).
