Dear Friends and Colleagues,
I just returned from Dubai, UAE, where I was proud to lead the Conservative Climate Foundation’s annual Republican delegation to COP28. This year, we brought over 25 senior House and Senate staff – alongside an official delegation of House Energy & Commerce Committee Members – to the U.N. Conference of Parties, where we ensured that conservative solutions had a seat at the global table.
Since its inception, CCF has created opportunities for Republican engagement in international climate discussions. In 2021, we traveled to Glasgow, Scotland, with 4 Members of Congress. Last year, in Sharm El-Sheikh, Egypt, we hosted 6 Members and 15 congressional staff. This year’s record-breaking number of attendees signals that Republicans have solutions that protect balance environmental protection, energy security, and economic prosperity.
CCF hosted Members of Congress and industry leaders in bipartisan panel discussions in the Green Zone at the Atlantic Council’s Global Decarbonization Accelerator, covering topics from nuclear energy ([link removed]) to permitting reform ([link removed]) to climate and trade ([link removed]) .
I also moderated a panel of Republicans at the U.S. Center focusing on American energy and climate leadership. House Energy & Commerce Vice Chair Kelly Armstrong (R-N.D.), Rep. Buddy Carter (R-Ga.), and Rep. Mariannette Miller-Meeks (R-Iowa) shared how they are working to ensure U.S. energy development and American innovation can continue to lift developing nations out of poverty, strengthen global energy security, and ensure the United States continues to lead the world in carbon emissions reduction. I am leaving this year’s COP with an optimistic outlook for the future and for conservative climate policy, and I look forward to continuing to work alongside these Republican champions.

It is better for the global environment for us to connect this to the grid and export it, which means we need to be permitting more LNG export capacity and it means we need to be allowing for pipelines to be built to transport this clean source around the United States and potentially the world.” – Rep. About Republicans going to COP28...
“The political argument is probably what perked Republicans’ interest in really thinking about this - Republicans are focused on jobs, energy affordability, consumer choice, and U.S. competition. Republicans are now more focused on solutions to climate change instead of wholly denying the issue, focusing on platform-friendly aspects of the issue like energy security, conservation, and job creation,” said CRES President Heather Reams in an interview for National Journal. WHAT CRES IS DOING
CRES Senior Manager of Government Relations Andrew Morley and CRES Media and Communications Manager Sarah Geary traveled to Nevada with the Western Caucus Foundation. They visited the Hoover Dam, alongside newly-elected Rep. Celeste Maloy (R-Utah) and other Members of Congress, to see firsthand how water scarcity and other climate-related impacts affect communities throughout the West, from irrigation and flood control to energy production.

CRES Forum hosted a COP28 preview event featuring industry leaders, policy experts, and congressional staff to highlight the messages Republicans planned to bring to the international conference. CRES Forum also hosted a C6WC—Cool Conservative Communicators Collaborating on Climate Change with CRES Forum—briefing featuring current and former Hill communications staff with on-the-ground experience at COP, who offered advice on how best to talk about conservative climate issues and message about Republican engagement at COP28.
