The year will soon be over, and 2024 is already starting to look like a big policy year for Pennsylvania.
We still have a divided legislature. Gov. Josh Shapiro is entering his second year in office with fewer accomplishments than he hoped for during his first. From failing to enact Lifeline Scholarships to lowering the state corporate tax rate, he left many promises unfulfilled. Meanwhile, the 2023–24 state budget is still partially incomplete.
