In 2023, the Urban Institute set the table for some of the most powerful conversations on equity taking place around the country. But even as we champion the progress that’s been made, we acknowledge the many forces that threaten to undermine and potentially reverse it.

This year, we saw the US Supreme Court strike down affirmative action, a cornerstone piece in the pursuit to level the playing field for all. While no policy is a silver bullet solution, research suggests no other single admissions policy would produce current levels of racial and ethnic diversity on its own, and the implications of this decision will reverberate in this country for generations to come.
Urban is committed to advancing equity by providing decisionmakers with evidence to understand what policies are working and for whom.

Days before this historic decision, Urban published an analysis about equitable admissions and student racial diversity, absent affirmative action. Afterward, we convened leading education researchers, US Department of Education and White House officials, foundation leaders, and advocacy organizations at our office in Washington, DC. The group identified evidence-based practices college leaders can adopt now to preserve diversity and equity in their admissions processes, informing the Department of Education’s guidance for schools across the country.
