Project description: Land Equity Development proposes Walden at Hastings containing 511 residential housing units generally located east of TH 316 and Michael Avenue. The 71.1-acre housing project features a phased development plan including single family, twin home, townhome, apartment and senior housing. The five year project is anticipated to commence in 2024. Development will primarily occur in areas currently under cultivation. 17.5 acres of natural areas will be reserved.

Project description: The Minnesota Department of Natural Resources is undertaking the replacement of a high hazard dam within Lake Bronson State Park. This project includes removal and replacement of the concrete spillway and associated bridge, which are located within areas of valuable natural and cultural resources, including a Works Progress Administration historic district.

Project description: The Launch Park Alternative Urban Areawide Review (AUAR) study area is approximately 190 acres in Lakeville, MN located on Cedar Avenue in between Lakeville Boulevard and 225th Street. The City of Lakeville adopted the Launch Park Final AUAR in September 2018. Since that time, development within the study area has occurred. Pursuant to Minnesota Rules 4410.3610 Subp. 7, an AUAR and plan for mitigation must be revised every five years until all development in the study area has received final approval. Since the study area is not yet fully developed, the purpose of this document is to provide another update to the Launch Park AUAR pursuant to Minnesota Rules.

Project description: The West End development is located on an approximately 49 acre site at the southwest corner of I-394 and Highway 100 in St. Louis Park, MN, with eastern portions of the site in Golden Valley, MN. The development to date includes a combination of residential, retail, and office buildings and parking structures. The city is updating the AUAR and Mitigation Plan, originally adopted in 2007 per Minnesota Rules, part 4410.3610, subpart 7.

Notice title: Notice of Environmental Assessment Availability, Public Hearings, and Comment Period Notice description: The Department of Commerce has prepared and issued an environmental assessment (EA) for the proposed project. The EA analyzes the potential impacts of the proposed project and possible mitigation measures and was issued on November 30th, 2023. In addition, the EA analyzes the potential impacts of any alternatives (including route alternatives) contained in the Scoping Decision. The EA is available on the Department’s website and on eDockets The Honorable Kimberly Middendorf, Administrative Law Judge with the Office of Administrative Hearings will administer the hearing. The purpose of the public hearing is to obtain public input on the proposed project and compile the record for the Commission to consider in making a final decision on the certificate of need, site permit, and route permit applications. Project description: Dodge County Wind, LLC (DCW or applicant), a wholly-owned subsidiary of NextEra Energy Resources, LLC proposes to construct, own, and operate the Dodge County Wind Farm in Dodge and Steele counties and approximately 27 miles of 161 kV transmission line in Dodge and Mower counties (Project). DCW originally proposed the Project with a nameplate capacity of up to 259 megawatts (MW) and up to 79 turbines. The final design for the Project proposes a nameplate capacity of up to 252 MW and includes up to 77 turbines.

Notice title: Notice Of Public Information And Environmental Assessment Scoping Meetings Notice description: The Public Utilities Commission and Department of Commerce are holding public information and environmental assessment scoping meetings on the certificate of need and route permit applications for the proposed Minnesota Power HVDC Modernization project. Both meetings start at 6 PM: the in-person meeting on August 29th at Solway Town Hall in Cloquet, and the virtual meeting on August 30th via Webex (see below). Commerce is seeking comments for scoping considerations in the Environmental Assessment through September 13, 2023. Project description: To modernize the Minnesota terminal of the existing Square Butte high voltage direct current (HVDC) line that runs from North Dakota to Northeast Minnesota, a new terminal, new substation, and three high voltage transmission lines, each less than one mile, are proposed on a new site near the existing Arrowhead Substation in St. Louis County, Minnesota.

These reports were received via the Minnesota Duty Officer prior to the submission deadline for this edition of the EQB Monitor. They represent the raw data/information provided by callers.
